Summary Statement

Cares for historic municipal records and donated archival collections abiding by professional standards. Identifies, preserves, and makes accessible records of enduring value that relate specifically to the City of Boise. Provides proper care for archival collections abiding by professional standards. Establishes, administers, and manages an archival program and maintains legal, physical, and intellectual control over internal citywide collections and collected manuscript collections. Plans for, prioritizes, and provides short and long-term care of materials, and develops and implements plans for enhancing public access to archival materials for research and education. Works both independently and collaboratively to ensure comprehensive collection care and accessibility.

Essential Functions

Maintains legal, physical, and intellectual control over dispersed municipal archives and collected manuscript, photograph, and oral history collections. Develops and updates essential policies, plans, procedures, and guides for collection care, processing and emergency planning and public access. Works diplomatically with staff from other city departments to manage collections policy to appraise, acquire, preserve, and process archival records as well as determine how to integrate and cross-reference multiple city collections and databases. Monitors and assesses space and environmental needs and plans for future growth and overall storage needs. Maintains statistics and compiles narrative and statistical reports. Ensures accurate accession and collection records are captured in the collection management systems and preserved in paper formats. Appraises and acquires archival collections that fit within the department's collections policy while also cultivating and maintaining donor relationships. Manages contracts and contractors. Develops and implements a plan for tangible and digital public access to archival records. Updates and develops archival digital collections in accordance with best practices. Develops budget for collection care materials. Researches and identifies potential funding opportunities. Represents department at professional archives industry conferences and meetings. (60%)

Processes collections in accordance with professional standards. Identifies and carries out rehousing and preservation treatments. Researches historical and biographical information relevant to the collection; creates DACS finding aids. Orders materials and prioritizes processing to house permanent collections, and identifies needs and priorities for short and long-term care. (30%)

Develops and delivers presentations to city leadership and other city staff related to archives program. Helps curate exhibits, supports the preservation and exhibit, or other public outreach/community engagement opportunities. Updated the department's website with digital collections. Works with other public outreach teams to identify and participate in community engagement opportunities, educating the public about the city's many exhibits and collections. Works collaboratively with other department staff who manage artifact and art collections to ensure care of city cultural assets. Proactively builds partnerships across the city, with other local and regional archival collections managers and in the Boise community. (10%)

Requirements

Required Knowledge, Experience, And Training
Bachelor's degree in history or closely related field with certification or specialization in archives and two years of experience processing collections and understanding of appraisal, accessioning, arrangement and description, preservation, and public access according to professional archival standards and or equivalent combination of education and or experience.

Intermediate Level of knowledge of and demonstrated commitment to professional archival standards, including the SAA Code of Ethics is needed.; Demonstrated experience processing collections abiding by the standards outlined in Describing Archives: A Content Standard (DACS). Working knowledge of creating MARC (Machine Readable Cataloging) records, Encoded Archival Description (EAD), Library of Congress Subject Headings (LCSH), and other appropriate thesauri & authority lists used for indexing archival descriptions.; Previous experience with content management systems, specifically Re:discovery Proficio, Archivists' Toolkit, ArchivesSpace, Umbraco. Knowledge of best practices regarding digital preservation.; Some knowledge of collections management for three-dimensional artifacts and/or art or ability to learn to help facilitate working with other department staff in overall program caring for archives, artifacts, and art.; Demonstrated ability to work with a wide range of users, donors, and constituencies.; Demonstrated commitment to expanding skills and professional growth.; Knowledge of and/or experience advocating for the implementation SAA's Guidelines for Archival and Special Collections Facilities. Experience collaborating with architects and engineers on the accepted national standards that exist for archival facilities in the United States.; Working knowledge of principles and practices of public administration, including purchasing, contracting and maintenance of public records, principles and practices of public outreach and involvement, and principles and practices of effective management and supervision.

Ability to interpret and explain governing regulations, policies, and procedures; researches areas of responsibility and make procedural recommendations; operate a PC using word processing, database, and/or spreadsheet software; to consolidate information from various sources into a prescribed format; to manage complex projects from beginning to end; to facilitate group meetings; to communicate well on the phone and in person; display an attitude of cooperation and work harmoniously with all levels of City employees and the public; communicate effectively in the English language (verbally and in writing) at a level necessary for efficient job performance; complete assignments in a timely fashion; understand and comply with all rules, policies and regulations; maintain prompt and regular attendance; and perform all essential and marginal functions as assigned by an authorized employee, supervisor and/or manager with or without a reasonable accommodation.

Preferred Knowledge, Experience, And Training
Master's degree in Library and Information Science from a program accredited by the American Library Association (ALA) or a Masters in History or closely related field with certification/specialization in archives. At least three years demonstrated experience with processing collections and understanding of appraisal, accessioning, arrangement and description, preservation, and public access according to professional archival standards.

Previous experience with CMS systems. Knowledge of best practices regarding digital preservation.

While performing the duties of this job the employee is occasionally lifting/carrying up to 50 pounds. Also, the employee is occasionally pushing/pulling up to 50 pounds. The noise level is occasionally moderate. Work includes sensory ability to talk, hear and touch. Work in this position also includes close vision and distance vision. Employees will sit, stand, walk, stoop, kneel, crouch, crawl, reach, grasp, climb and balance. Position requires hand/finger dexterity.

Working Environment
The work environment will include inside conditions, with areas of dust, odors, mist and gases or other airborned matter. Employees work in/at heights.
