Budget Analyst 2Salary: $51,384 - $69,072Classification: Budget Analyst 2Reports to: Director of Business ServicesOlympic College is seeking to hire a full-time classified Budget Analyst 2 within our Business Financial division. This position will work independently under general supervision within their area of responsibility. Positions can perform general or specialized fiscal duties in a wide variety of financial areas including accounting, contracts, grants, travel expenses, or other financial review work for a state agency.Essential Functions

  • Assist with the development of the college budget. Makes changes as required during the year based on decisions made by the college or based on changes to the State Allocation: including fees, capital, grants, etc. as required.
  • Coordinates with the Budget Analyst 4/ Director of Business Services and/or Vice President of Administrative Services and other staff for assigned: programs providing them with specific information and knowledge to achieve coordinated program and budgeting planning;
  • Guides staff in the development of cost estimates and forecasts in one or more major programs some examples below
  • Scenarios for faculty negotiations
  • Reorganization of various departments/divisions
  • Approves positions in NEOGOV to ensure salary and benefits are included and amounts within the budget
  • Prepares reports, including findings, conclusions, and recommendations for improvement of agency operations and ensures that follow-up services are provided to divisional management to ensure compliance with indicted program changes;
  • Accomplishes detailed analysis for all assigned programs and provides consultative planning and analysis services to division management and staff.
  • Prepares and presents complex expenditure forecasts for budget or other management purposes.
  • Directs the review of program allotment requests and position actions and recommends approval, modification, or disapproval of allotment requests and positions based on established program plans and fiscal or policy considerations;
  • Sends out emails with explanations about accounting and budgeting systems, procedures and processes.
  • Establish combo codes as required
  • Explains accounting and budgeting systems, procedures and processes
  • Provide support to the Budget Analyst 4/ Director of Business Services and/or Vice President of Administrative Services.
  • Research payroll issues, healthcare costs, Chartfield or job data errors, and prior budgets or cost of living adjustments.
  • Other duties as assigned.
Qualifications

Minimum Qualifications

  • High School diploma or equivalent
  • 2 years' experience in accounting, finance, or a related field is typically required. Relevant certifications or coursework in accounts payable, grant management, and travel management may also be preferred.

  • Preferred Qualifications

    • Bachelor's degree in accounts payable, grant accounting, travel management, finance, or accounting roles is highly desirable.
    • Experience with automated accounting systems, grant management software, and travel expense management software is a plus.

    Knowledge and Skills

  • Proficiency in financial data entry and record keeping.
  • Strong attention to detail and accuracy.
  • Knowledge of accounts payable processes, including invoice processing, payment terms, and vendor management.
  • Familiarity with grant management and reporting requirements.
  • Understanding of travel reimbursement policies and guidelines.
  • Excellent organizational and time management skills.
  • Effective communication and interpersonal skills.
  • Ability to work independently and as part of a team.

    Please note that we are unable to sponsor visas for this position. Only candidates who are currently authorized to work in the United States will be considered.
    This is a full-time classified position scheduled to work 40 hours a week, with a salary range of $51,384 - $69,072 All classified positions will start their salary at Step A, when you have completed six months of probation, you will receive a 5 percent pay increase. A collective bargaining agreement exists, and this position is covered by the Washington Public Employees Associate (WPEA) Union.
