Position Summary

MAG is seeking and experienced Budget Analyst to provide support to Program Manager Electronic Warfare and Cyber (PM EW&C) and Product Manager Information Warfare (PdM IW). The Budget Analyst will be responsible for ensuring performing budget planning and execution for multiple programs.

This is a fantastic opportunity to join a fast-growing team in the early stages of a newly awarded 5-year task order with multiple opportunities for upward advancement supporting EW&C (Electronic Warfare and Cyber). The EW&C program delivers critical capabilities to counter current and future threats, enabling the next generation of warfighting capabilities from sensor to Soldier worldwide. Essential Duties and Responsibilities

Duties include, but not limited to:

  • Performs a variety of budgetary functions implementing the organizations budgetary program, policies, and procedures.
  • Analyzes and formulates program requirements; preparing, monitoring, justifying and defending budgets; tracking acquisition schedules and program milestone schedules; monitoring and tracking obligations and expenditures through the contract execution phase; initiating and tracking procurement and budget documentation throughout the procurement and budget cycles.
  • Supports a wide variety of budgetary reports ranging from simple data calls to more complex work products.
  • Manages budget and funding execution utilizing GFEBS and LMP and GFEBS; works in tandem with Program Analysts to balance budget and all funding requirements.
  • Creates execution documents including Military Interdepartmental Purchase Requests (MIPRs), Procurement Work Directives (PWDs), and funding reports.
  • Consolidates the accuracy of budget data estimates by the use of statistical techniques, e.g., extensions, averages, trend analysis of historical data. Monitors and tracks obligations and expenditures for assigned activity accounts on related budgetary forms, schedules, and reports.
  • Verifies that obligations and expenditures occur on a timely basis in accordance with the annual work plan and regulatory controls, and are within amounts programmed.
  • Independently resolves any budgetary discrepancies.

Requirements

Minimum Requirements

Knowledge and Skills

  • US Citizenship
  • Experience with development and maintenance of excel spreadsheets to track budget information
  • Experience in drafting funding documentation (DD448, DD448-2, and R4Fs)
  • Experience and training with Logistics Modernization program (LMP), including preparation of Procurement Work Directives (PWDs) and creation of customer orders
  • Experience creating execution documents including Military Interdepartmental Purchase Requests (MIPRs), Procurement Work Directives (PWDs), and funding reports.
  • Experience providing budget information for meetings and briefings to senior leadership
  • Experience assigning correct line of accounting to funding documents
  • Experience tracking commitments, obligations and disbursements
  • Experience tracking and resolving Unliquidated Obligations (ULOs)
  • Experience tracking funding documentation and providing assistance with budget taskers
  • Ability to Independently resolves any budgetary discrepancies.
  • Understanding of government acquisition programs and milestone schedule and requirements
Desired Requirements
  • Experience with Standard Operations and Maintenance Army Research and Development System (SOMARDS), General Fund Enterprise Business System (GFEBS), Automated Time Attendance and Production System (ATAAPS), Defense Travel System (DTS)
Experience
  • Minimum 4 years experience providing budget analysis or multiple large projects

Clearance
  • TS DoD Security Clearance required; Secret may apply but must be TS/SCI eligible
Education
  • Bachelors in Accounting (preferred)
  • 4 additional years of related experience may substitute for a Bachelors degree.
