SUMMARY

The Communications Specialist plays a critical role on the USDA's Farm Services Agency (FSA) Farm Loan Program contract team. The successful candidate will be an experienced writer, communication strategist, and collaborator who can synthesize and present complex data in clear, concise, and compelling formats. This position will manage high visibility operational assessments, as well as reports and training material, will produce or update business processes, and develop templates for reporting to and communicating with a wide variety of audiences, such as customers, employees, and senior level officials. This position will report to the Project Manager but will regularly work with stakeholders and other team members.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

Manages content for two national assessments. This will include setting and meeting deadlines, distilling research and graphs, writing, editing, and organizing information into a compelling narrative that outlines recommendations and laying out the proposed path forward.

Assists senior team members in communicating with client constituents, facilitating the identification and resolution of problems, ensuring consistency of written products and procedures, coordinating input on training modules, program documents, research materials, and communications deliverables, and handling support requests.

Updates or researches, writes, and edits a wide array of materials, including SOPs, business processes, marketing and communications materials, and program documentation and reports.

Prepares materials for distribution, ensuring information is presented in clear, readable format for its intended audience.

Supports team with development of presentations and reports.

May coordinate and run training sessions, interviews, or other stakeholder engagement activities.

Works with internal teams to understand product documentation requirements.

Creates diagrams, charts, and other visual aids to assist readers in understanding technical information.

Collects, analyses, and converts complex raw data and comprehensive information into written reports.

Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and co-workers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions as the best of own ability.

Promotes and encourages a culture of compliance with all applicable rules (federal, state, local, Federal Acquisition Regulations, Code of Federal Regulations, Prime Contract requirements, etc.) for themselves and the company as a whole.Fosters an environment in which they will reportanyviolations or reasonably suspected violation of CNI policy, FAR, and/or CFR and are comfortable discussing the myriad compliance, conflict, FAR, CFR, etc. issues that arise during the performance of a government contract.

EDUCATION / EXPERIENCE

Bachelor's degree (B.A.) in Literature, Journalism, Writing, or related field of study, and a minimum of five (5) years' experience managing and supporting a variety of large communication activities or programs, or equivalent combination of education / experience.

Expert level of proficiency in Microsoft Word, PowerPoint and Adobe.

Working knowledge of Project Plans.

Skilled proficiency in collecting, compiling, editing, analyzing, and presenting data.

Able to understand and adjust the tone and technical terms used to meet the needs and ensure understanding by the intended audience.

Comfort with using a variety of media forms to convey information.

Skilled in facilitating teamwork and coordinating efforts for the successful achievement of goals.

Exceptional organization skills with ability to effectively manage multiple projects and priorities.

Excellent verbal and written communication skills (writing, editing, grammar, punctuation).

Exceptional customer service, listening, and relationship-building skills.

Detail-oriented with ability to effectively multitask.

Ability to learn and apply new knowledge in a fast-paced environment.

Ability to interact, demonstrate tact, and communicate effectively at all levels and across diverse cultures in a variety of situations.

Ability to plan and help manage projects with project management software tools and methodologies.

Ability to schedule, and plan meetings, taskforces, travel, and training events.

LANGUAGE SKILLS

Ability to read, analyze and interpret common scientific and technical journals, financial reports and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.

MATHEMATICAL SKILLS

Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.

REASONING ABILITY

Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
