SUMMARY
Paragon Professional Services, LLC, a subsidiary of Bering Straits Native Corporation is currently seeking a qualified Construction Control Representative for US Army Corp or Engineers (USACE), Construction Management Services at Pipestem Dan, Jamestown North Dakota. Candidate will be responsible for surveillance of construction projects and delivering findings to the USACE Contracting Officer's Representative (COR). Findings will include but are limited to the following. Complete site daily reports in Resident Management System (RMS). Include comments and monitoring of progress, work activities, safety issues and subcontractor manpower in the reports.
Responsibilities
ESSENTIAL DUTIES & RESPONSIBILITIES
The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Other duties may be assigned.
Construction Representative is responsible for surveillance of construction projects and delivering findings to the USACE Contracting Officer's Representative (COR). Delivers surveillance reports on all phases of construction for compliance with plans and specifications in respect to workmanship, materials, installation and construction methods to government personnel. Becomes familiar with contract plans and specifications relative to all phases of construction and delivers recommendations of any necessary changes to government personnel. Provides surveillance at construction sites, assists COR to resolve apparent differences, and delivers opinion to government personnel, surveys quality assurance programs related to projects, discusses changed conditions, and delivers advice to government personnel. Delivers assistance to the Government relative to investigating the need for and preparing data for change orders.
Develops detailed inspection requirements and control methods in coordination with Government personnel.
Delivers drafts change orders and modifications for the COR's signature.
Qualifications

Required (Minimum Necessary) Qualifications (applies to both this section and KSAO's)
Construction Control Representatives must have at least five (5) years of experience meeting the position description above and demonstrate experience with at least one of the listed specialized skills or codes under the position description.
The following is a list of specialized skills or codes which may be required:
- Medical Gases (NFPA 99)
- Life Safety Code (NFPA 101)
- National Electric Code (NFPA 70)
- Plumbing (IPC)
- Fire Protection Systems (NFPA 13 & 72)
- HVAC/TAB (ASHRAE/AABC/NEBB)
- Building Commissioning
- Communications & Security (IT, Nurse Call/Code Blue, Imaging & IDS/PACS, ICD 705)
- Biomedical Engineering (CT, PET, CATH, MRI, )
- Transport/Equipment (Patient Lifts, Elevators, Transport Systems, Pneumatic Tube, Food Service, Sterilizers, Mortuary, & Laboratory)
- Dredging
- Welding Inspection
- Painting and Metalizing Inspection
- Environmental HAZWOPER, site sampling (40-hour HTRW course and current 8 hour refresher)
- Airfield Paving and Concrete
Knowledge, Skills, Abilities, and Other Characteristics - Experience in commercial and underground construction
- Strong written and oral communication skills
- Ability to work independently and in a team oriented, collaborative environment
- Ability to pass background check
- Must have two valid forms of Government issued identification
Preferred - Proficient in MS Word and Excel
- Experience with US Army Corps of Engineers Resident Management System (RMS)
NECESSARY PHYSICAL REQUIREMENTSThe physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. - Frequent lifting, sitting, standing, stooping for prolonged periods of time, using hands/fingers requiring dexterity, should have good hand-eye coordination and motion control in coordination with handling tools, equipment, and other related components.
- Reaching with hands and arms for items above and below sight level, talking, hearing, and seeing (up close, at a distance, along the periphery, with depth, color perception, and the ability to adjust focus); walking from place to place within the project location with occasional use of stairs/ladder and no elevator available; bending, pushing, pulling, and standing for up to 2 hours.
DOT COVERED/SAFETY-SENSITIVE ROLE REQUIREMENTS - This position is not subject to federal requirements regarding Department of Transportation "safety-sensitive" functions.
WORK ENVIRONMENTWork Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job.
Job is performed in both of the following:
- Office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system and field.
- Field setting with exposure to varying weather conditions including high heat, rain, snow and wind.
SUPERVISORY RESPONSIBILITIES - No supervisory responsibilities.
ADDITIONAL QUALIFYING FACTORS As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results. If applicable to the contract, you must also obtain the appropriate clearance levels required and be able to obtain access to military installations.
