The Environmental, Health, and Safety (EHS) manager is responsible for providing leadership, managing EHS functions, short- and long-term strategy, and vision for the Environmental, Health and Safety (EHS) program. Train, create and revise EHS policies consistent with Federal OSHA, EPA, PADEP, and other EHS regulations. This position is a key member of the plant management team, actively engaging in plant leadership meetings, working closely with a diverse audience including team members, supervisors, and managers to coordinate EHS-related services and create a positive EHS culture.


  • Manage and oversee all plant safety programs, conduct employee trainings, BBS (Behavior Based Safety) Observation Program and reporting, Injury, and Illness Prevention Program (IIPP), required annual safety training and other safety related activities
  • Develop and implement effective plant programs for identification, prevention, and control of occupational injuries Support the EHS Committee including ensuring monthly meetings are scheduled, logged, all EHS items are addressed, and committee members are participating
  • Address safety concerns in a timely manner and follow up on targeted completion dates
  • Perform required plant safety inspections and oversee inspections by employees
  • Coordinate scheduling and conduct safety training, including hands on training for all team members and temporary employees as required by DFA, state or OSHA regulations
  • Provide training for new equipment and revised procedures
  • Manage and maintain safety programs including the plant hazard communication program, maintaining up to date SDS's, effective identification of all chemicals, chemical inventory, and related training and education programs. Additional programs to manage and maintain include Respiratory Protection, Hearing Conservation, Hazard Communication, PPE, Hot Work, Confined Space, Lockout/Tagout, Emergency Response, Machine Guarding, Forklift Training, etc.
  • Ensure permits are being carried out and followed (i.e., hot work permits and confined space permits).
  • Update programs as regulatory changes are made by Federal, state and other regulatory agencies
  • Support all workers compensation activities for the plant with the assistance of Human Resources Report incidents and near misses as required, investigate workplace incidents, determine root cause(s), develop corrective actions, utilize power point and other software programs and present investigations.
  • Manage safety training for contractors and oversee contractor safety when onsite.
  • Work with Maintenance Department and plant supervisors to ensure completion of safety work orders and abatement table findings in a timely manner
  • See that all safety equipment is calibrated as required including the ammonia monitors and oxygen monitors for confined space
  • Oversee the training and certification program for team members on lift trucks, boom lifts, scissor lifts, stand up lifts and electric pallet jacks
  • Manage and complete all weekly and monthly safety checklists and distribute reports
  • Maintain legal, governmental, and company environmental permitting/reporting, health, medical, and safety-related records according to standards, including confidentiality; maintain an accurate OSHA 300 log and associated worker's compensation records and documents
  • Inspect or oversee all plant safety equipment as required including eye/shower stations, fire extinguishers, fire risers, emergency exit lights, ladder inspections at the appropriate intervals
  • Work with property insurance agencies to ensure compliance including boiler and other pressure vessel inspections
  • Review all manufacturing and support operations to assure ongoing safety; assist the management team and line organization in identifying hazards, developing job hazard analyses (JHA's) and safe operating procedures for all tasks
  • Maintain safe working conditions for employees and compliance with all state and federal regulations regarding health and safety issues
  • Exhibit the values and ethics of Dairy Farmers of America through honesty, discretion, and sound judgment
  • Adhere to all DFA Quality, Safety and GMP policies and procedures and report any nonconformity

  • Know and understand federal, state, and local environmental regulations as applicable to operations of facility
  • Manage Environmental programs to ensure plant compliance with regulations for Hazardous Waste, Universal Waste, Waste Oil, Storm Water, SPCC, Wastewater, Air, PA Residual Waste Program and other environmental programs
  • Complete weekly and monthly environmental compliance inspections at site to ensure compliance. Report non-compliant items and coordinate correction of action items
  • Submit monthly, quarterly and annual monitoring reports as required by wastewater, stormwater and air permits
  • Act as point-person for federal, state, and local regulatory officials conducting site inspections (exPADEP Audits) at the facility including abatement of required items
  • Coordinate waste disposal and recycling programs
  • Compile data and coordinate Form R Annual Toxic Inventory Reporting
  • Work closely with the Maintenance Manager to ensure compliance for the ammonia system, including mechanical integrity audits, compliance audits, change management, and routine maintenance
  • Coordinate permitting for applicable programs (air, wastewater, stormwater, etc.) and manage requirements for reporting and compliance
  • Coordinate training for environmental programs for employees at hire and annually
  • Report spills to the city's POTW and follow up with required documents
  • Complete accurate monthly environmental reports and submit to DFA corporate Business Unit EHS Manager on time
  • Maintain facility records as required by the DFA Environmental, Health and Safety Records Management system, including waste disposal, inspections, permits, audits, and correspondence
  • Ensure that all documentation is completed correctly, accurately, and promptly

  • Coordinate the facility cameras which includes configurations, maintenance, installations, and troubleshooting

Education and Experience

High School Diploma or GED required

Bachelor's Degree in Safety/Environmental Sciences or equivalent preferred

5 or more years of EHS experience, preferably in manufacturing environment

Certification and/or License- Must be willing to be CPR/First Aid Certified

  • Working knowledge of Microsoft Word, Excel, PowerPoint, and Access
  • Must be able to read, write and speak English
