Job Description

This position reports directly to the FBS Senior Environmental, Health, and Safety Director or
his/her designee (e.g., a Director or Senior H&S Manager for day-to-day activities). The
position may also have "dotted-line" reporting to a Vice President, Operations Director, General Manager (or equal) within the assigned area of responsibility.
This position manages and oversees the implementation of core Environmental Health and
Safety (EHS) programs and activities for assigned operations. Moreover, the Manager of EHS:
1) trains, monitors and coaches workforce to improve skill levels for managing EHS programs
and initiatives and, 2) participates in the development, implementation, and on-going assessment of policies, procedures, written work practices, and other program components related to the Veolia's EHS programs - thus enabling continuous improvement towards maintaining high standards of quality, reliability, safety and environmental compliance across the company.

Responsible for establishing, developing, and managing plant environmental, health, and safety (EHS) programs. Identifies and mitigates EHS risks in support of business performance and reliability goals. Establishes and manages programs directed toward the continuous improvement of EHS objectives. Integrates EHS objectives into plant functions and provides regulatory expertise to help the company achieve its EHS goals. Liaise with company corporate EHS and outside regulatory agencies. Ensures communication of regulatory requirements to plant management, supervision, and personnel. Provides support to plant functions/departments and interacts with contactors during projects in an EHS function.

PRIMARY DUTIES AND RESPONSIBILITIES
SAFETY

  • Must be knowledgeable in Federal Regulations 29 CFR 1910 and 1926.
  • Implement site-specific and corporate EHS procedures and policies and provide recommendations for changes as necessary. Develop and deliver site specific training programs and ensure training is accomplished by appropriate employees.
  • Develop and implement site specific plans such as, but not limited to, OSHA Recordkeeping,
  • HAZCOM, SDS/GHS, LOTO, Electrical Safety, Confined Space, Emergency Action and Fire
  • Prevention, PPE, Hearing Conservation, Respiratory Protection, Fall Protection, Cranes and Hoists, Power Industrial Trucks, Bloodborne Pathogens, Contractor Safety, etc.
  • Lead injury incident investigations and reporting to plant management and corporate EHS.
  • Oversee contractor/consultant vendor support to ensure compliance with applicable local, state, and federal public health and safety regulations.

ENVIRONMENTAL

  • Must be knowledgeable in Federal and NY DEC regulations and knowledgeable in NYC DEP and FD Certificates regarding CWA, CAA, CASPR/RGGI, NESHAPs, RCRA, EPCRA CRTK, CERCLA, SPCC/FRP, SARA, AST, OSHA 1910.120 HAZWOPER, asbestos abatement, and waste disposal.
  • Oversee and ensure compliance with the Environmental Programs to prevent incidents of noncompliance. Ensure immediate reporting of incidents and nonconformances to plant management and corporate EHS.
  • Ensure compliance with plant permits and associated CEMs and DAHS systems, ensure timely and accurate reporting of SPDES DMRs, NYDEP, NYCDEP Industrial User Self-Monitoring
  • Reports, and Title V Air Compliance Reports, Stack Testing, CEMs RATA, and be familiar with associated electronic reporting systems, including CAMD, CDX, ECMPS, NYDEC ACE, and NYC DEP CATs.
  • Oversee contractor/consultant vendor support to ensure compliance with applicable Local, State, and Federal regulations.
  • Lead environmental incident investigations.

SCOPE OF RESPONSIBILITY
The EHS Manager operates from established procedures, performing duties independently with only general direction given. Decisions are made within prescribed guidelines. The EHS
Manager must ensure duties are performed in such a way to ensure efficiency and compliance.
The EHS Manager must effectively communicate information to the Plant Manager, other site
Managers, and corporate EHS, relative to the safe, efficient and environmentally compliant
operations of the facility.
All employees have the responsibility to both the customer and their co-workers to do the job
right the first time and to ensure the customer's needs are being met.

WORKING RELATIONSHIPS
The EHS Manager reports to the Plant Manager, and supervises subordinate production and
maintenance personnel when assigned the responsibilities. The EHS Manager cooperates with the Management Team as needed in the daily operation of the plant, and liaises with Veolia Corporate EHS.



Qualifications

JOB QUALIFICATIONS
Bachelors degree in Environmental Sciences, Engineering or related field and 5 to 7 plus years combined experience in environmental compliance and power plant operations or related industrial plant operations, including environmental compliance assessments, or Bachelors degree in safety engineering or industrial safety and five years experience in a
operational/industrial safety management position, or advanced certification in safety and
health, with five to ten years experience in a power or power related business.
Strong communications skills including oral presentations and technical writing abilities.
Excellent interpersonal skills and a record of building consensus among internal and external
parties; ability to perform effectively as a team leader.
Strong organizational skills required to maintain electronic and hard copy compliance
documentation.
A willingness to acquire new skills and utilize technology to streamline processes and
problem solve is essential.

Position Requirements:

  • A minimum of 5 years experience with Environmental and/or Health & Safety programs.
  • Bachelor of Science degree, preferably in health and safety, environmental science, or related field, or an Associate's Degree in environmental health and safety supplemented with appropriate field knowledge and experience.
  • Working knowledge of EPA (Environmental Protection Agency) and OSHA
  • (Occupational Safety and Health Administration), and Department of Transportation (DOT) regulations and requirements
  • Basic knowledge of industrial wastewater and/or energy plant principles and practices.
  • Skills in leadership, management, communication, negotiation, analysis, problem resolution, organizational planning, presentation development and delivery.
  • Ability to work independently, plan, organize and set priorities.
  • Must be eligible for a Transportation Worker Identification Credential and able to pass client required drug, alcohol, and back ground checks.
  • Valid driver's license.
  • This position consists of a combination of office and field work, with a high percentage of travel - up to 75% travel in up to 2 week increments. This may be extended depending upon the needs of facility.
  • Work environments may include conditions such as temperature extremes, inclement weather, fumes, odors, dust, toxic and caustic chemicals, noise, rotating equipment, and water-related hazards.
  • Site visits to industrial and commercial job sites will require a working knowledge of workplace safety and hazard recognition. The use of Personal Protective Equipment (PPE) shall be worn in accordance with company, client, and/or site specific policies and procedures.
  • Travel for 2 week periods of time may be up to 80%
