Summary of Duties:

As a key member of the Cougar Health Services (CHS) Operations and Student Affairs Fiscal Leadership Teams, this position is responsible for oversight, organization and management of fiscal and support operations within CHS including: budgeting, accounting, fiscal services, inter-departmental and external contracts, long range planning, purchasing, acquisition of funds, facilities, and student insurance administration. Responsible for planning and organizing all business and support functions for the unit; specifically managing the Business office staff of CHS. Ensures effective internal controls for all CHS clinic operations.

Serves as the primary point of operational and administrative contact for internal and external constituencies. Under general supervision of the Assistant Vice Chancellor, Student Affairs and in cooperation with the CHS Assistant Vice Chancellor, Student Health and Wellbeing, exercises independent judgment and decision-making, recommends departmental policies and demonstrates a strict level of confidentiality in all medical, business and staff related matters.

Collaborates with internal and external partners in leading a unit that reflects and promotes an attitude of inclusion, diversity, access, and equity to support positive outcomes for the students who utilize CHS.

Required Qualifications:

  • Bachelor's degree in a related field, and four (4) years of experience directly related to the duties and responsibilities specified which has included at least one (1) year of supervisory experience. Any combination of relevant education and experience may be substituted for the educational requirement on a year-for-year basis.

  • Experience with various financial activities such as accounts payable, accounts receivable, purchasing, travel, personnel, cost analysis, budget planning and forecasting.

  • Experience negotiating and managing contracts.

  • Demonstrated ability to effectively communicate verbally and in writing.

  • Demonstrated ability to effectively use various technology platforms such as the Microsoft Office Suite (e.g. Word, Excel, Power Point, Access, etc.)

  • Must have, or be able to obtain by time of hire, a valid driver's license.


Preferred Qualifications:

  • Two (2) years of supervisory experience.

  • Experience and/or knowledge of state and federal laws/regulations pertaining to fiscal management.

  • Credential as a CPA, CMA, CGFM, or advanced degree in a related field.

  • Experience with WSU or higher education system, which includes familiarity with enterprise technology systems, personnel processes, budgeting, fiscal processes, and internal control frameworks.

  • Knowledge of Washington Administrative Codes and WSU Business Policies and Procedures.

  • Experience and commitment to providing services to diverse student populations including, but not limited to, BIPOC students, LGBTQ+ students, undocumented, migrant, and immigrant students, international students, and veterans.

Monthly Salary:

In accordance with RCW 49.58.110, the above salary reflects the full salary range for this position. Individual placement within the range is based on the candidate's current experience, education, skills, and abilities related to the position.
