JOB SUMMARY

Under the general direction of the Director of Budget and Finance for Information Technology Services (ITS) the Fiscal Manager 2, for the ITS Business Office, will be responsible for assisting with the oversight of financial services, budget preparation and implementation, and monitoring and evaluating business operations for compliance and efficiency.  The Financial Manager 2 position manages ITS's central fiscal and administrative activities and serves as a resource to ITS in interpreting financial policies and regulations.

The successful candidate will have a well-rounded set of financial and administrative skills as well as personnel management experience. This position requires excellent problem-solving skills and experience with budgeting. The incumbent must work well with customers, vendors, peers and management and must have the ability to work independently as well as in a team environment. DUTIES AND RESPONSIBILITIES

  • Manages the day-to-day operations of the ITS Business Office by directing professional staff who are responsible for project budgets, financial reports, accounts receivable/accounts payable, billing for services, purchasing, receiving, and administrative duties.
  • Assists in developing the priorities, policies, and procedures for the ITS Business Office.
  • Supervises, trains, mentors, and evaluates Business office staff; determines work assignments and work schedules; resolves management or personnel issues. Provides training, support, and guidance for staff, and evaluates job performance.
  • Manages the procurement activities for ITS including preparing and executing purchase and other agreements in accordance with University and State regulations. Works closely with central Procurement offices and vendors to resolve issues.
  • Regularly meets with the Director of Budget and Finance and other ITS Leadership to develop, coordinate, and monitor funds and resolve complex financial issues with division-wide impact.
  • Serves as a resource to ITS in interpreting University and State of Connecticut financial policies and regulations.
  • Prepares data and presentations for the annual budget. Collaborates with management to forecast budget needs.
  • Prepares timely budget projections and analysis, analyzes the fiscal impact of policy options and/or new programs; makes recommendations to improve efficiency and budget utilization; monitors approved budget and authorizes expenditures within broad guidelines, and prepares financial reports according to State, Federal, University and Department requirements.
  • Works closely with departments within ITS to assist in monitoring the financial progress of major hardware and/or software projects as they progress.
  • Identifies, oversees, researches, and provides resolution to technical and financial issues. Prepares or supervises the preparation of comprehensive reports and analyses
  • Performs related work as required.
MINIMUM QUALIFICATIONS
  • Master's degree in related field with at least six years of experience with increasing responsibility in the areas of financial accountability, analysis, and business office processes with two of those years supervising professional staff; or Bachelor's degree and eight years of experience as listed above.
  • Demonstrated ability to identify and resolve problems efficiently, effectively, and independently.
  • Excellent interpersonal skills, attention to detail and the demonstrated ability to successfully interface with administrators and staff at all levels of the University, both verbal and written.
  • High proficiency with Microsoft Office Suite: specifically Word, Excel, and Outlook.
  • Knowledge of Generally Accepted Accounting Principles (GAAP).
  • Ability to work collaboratively with individuals of diverse cultures and social backgrounds.

  • PREFERRED QUALIFICATIONS
  • Fiscal experience in a higher education setting or a governmental agency.
  • Experience utilizing, upgrading, and programming billing software.
  • Relevant professional certifications.
  • Experience with large enterprise-wide accounting systems, billing systems, and payroll systems.
  • Experience in an information technology setting.
