JOB DESCRIPTION: 

The Naval Business Unit, in support of the Defense and Civilian Sector, currently has a career opportunity for an Fleet Electronic Warfare / Information Warfare Training Analyst to provide support to Commander, U.S. Fleet Forces (USFF) in Norfolk, VA.

The individual in this position will provide program analysis support and serve as an EW/IW Fleet training and policy analyst and action officer for the USFF Fleet and Joint Training Directorate (N7).  Training program analysts have experience at the senior level including supervisory experience.  Program analysts, in general, review program (specific) data, evaluate program plans/changes and assist in the preparation of documents with various senior-level, civilian and military stakeholders.  They are able to analyze program information, strategize plans, produce quality analytic work in the form of information papers, white papers, briefs, and executive correspondence and effectively present the results in a clear and concise manner when required.  Program analysts utilize time and government furnished equipment/information to accomplish their tasks successfully and promote program efficiencies.  They are subject matter experts (SME) in their fields of expertise.

The ideal candidate will be an experienced program analyst and SME in EW and IW.  He/she will have experience with Fleet training for all Navy forces, including operational staffs, strike groups, units, squadrons, and detachments. He/she must have a thorough understanding of live training events (e.g., Composite Training Unit Exercises, Fleet Synthetic Training (FST) capabilities, and tactical training range systems.  Staff experience and a working knowledge or understanding of Electromagnetic Maneuver Warfare (including Information Operations [IO], Battlespace Awareness, Assured Command and Control [C2], Fires, and Maneuver) are highly desirable for this position.  In addition, he/she will have excellent administrative, public speaking, presentation, and time management skills, as well as at least two years of applicable experience in:

  • U.S. Navy Fleet training operations, policy, systems, and staff procedures
  • Managing/prioritizing projects involving stakeholders
  • Leveraging best practices and handling multiple tasks and interruptions with minimal impact on productivity/deliverables
  • Conducting Fleet training analysis/assessment to identify gaps, training needs, and solutions

Specific Functional Area duties include:

  • Assist in the validation and prioritization of EW/IW Fleet training requirements using the Fleet Training Wholeness (FTW) process to meet Fleet operations and provide recommendations to government personnel.
  • Assist in the development, coordination and maintenance of EW/IW Fleet training policies, processes, and programs to meet operational requirements.
  • Assist in the production and monitoring of EW/IW Fleet training policies affecting the Fleet Response Training Plan (FRTP) for units/staffs and associated support of the advanced and integrated phases of the Optimized Fleet Response Plan (OFRP).
  • Provide assistance and advice to government representatives related to EW/IW Fleet training in a variety of forums, meetings, conferences and working groups.
  • Support Fleet EW/IW Fleet training policy and standards analysis, including collaboration with DoD, Office of the Chief of Naval Operations (OPNAV), Naval Personnel Development Command (NPDC), Systems Command (SYSCOM), and subordinate Fleet staffs, as well as representatives from other military services and other government agencies.
  • Provide recommendations to government representatives on the articulation and implementation of EW/IW Fleet training technologies and doctrine, organization, training, material, leadership, personnel–facilities (DOTMLP-F) change requests.
  • Assist with the review of EW/IW-related instructions and doctrine, such as concepts of operations (CONOP), required operational capability/projected operational environment (ROC/POE), and tactics, techniques, and procedures (TTP), and provide recommendations to improve the documents and incorporate associated Fleet training.
  • Provide current, accurate and complete EW/IW training-related point/information papers, briefs, presentations, and executive summary memoranda for staff packages to inform USFF leadership decisions.
  • Participate in the development and analysis of program objectives in support of USFF tactical training range systems integration and interoperability requirements and recommend future modernization and enhancements for Fleet training range support to meet Title 10 requirements.
  • Support definition and refinement of Fleet training technology requirements (live and synthetic) for the enhancement of Live range capabilities.
  • In coordination with Commander, U.S. Pacific Fleet (CPF) and Commander, Naval Air Forces Pacific (CNAP) liaison to East Coast tactical training ranges and Technical Agents for Live range training capability procurement.  Provide recommendations to government for execution of Fleet training budget in support of Live range training.
  • In coordination with CPF and CNAP, assist in the metrics tracking and reporting requirement of live tactical training range management to aid in reports to Congress, OPNAV and CUSFF.
  • In coordination with CPF and CNAP, assist with the management,   prioritization and execution of the System Replacement and Modernization (SRAM) Program.

Qualifications

REQUIRED BACKGROUND/EDUCATION/SKILLS:

  • Must be a U.S. citizen with a Bachelor of Arts or Science degree and Top Secret clearance with SCI eligibility.
  • Active military duty experience, including recent EW/IW operational experience at the senior enlisted or mid-grade officer level (or higher).
  • Eight (8) years of general program analyst and Functional Area experience (12 years in lieu of degree will be considered); see detailed tasks above.
  • Proven written and verbal communication skills at the senior executive level with ability to act independently and effectively manage multiple priorities and interruptions with minimal impact on productivity and deliverables.
  • Experience in use of MS Office (e.g., Word and PowerPoint) products.

DESIRED SKILLS:

  • Experience as an Echelon III (or higher) staff officer.
  • Working knowledge or understanding of shipboard and airborne EW/IW, IO, operational planning, battlespace awareness (sensing and understanding), assured C2 (systems and networks), fires (lethal and nonlethal), maneuver (spectral and physical), and tactical training range systems.
  • Comprehensive understanding of all phases of the FRTP and OFRP.
  • Familiarity with Fleet Training policy documents, including the OFRP, FRTP, FTC, and Type Commander Training and Readiness manuals.
  • Understanding of the Fleet Training Command and Control (C2) structure.
