SUMMARY

This position is located in the Conduct, Suitability, and Discipline Division in the Office of Employee Relations in the Bureau of Global Talent Management (GTM/ER/CSD). The incumbent provides a wide range of administrative support to a highly skilled and growing team of Employee Relations Specialists.

Responsibilities

ESSENTIAL DUTIES & RESPONSIBILITIES

The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Other duties may be assigned.

  • Prepares disciplinary case files and appeal case files, both hard copy and electronic; receives, logs, and tracks incoming action items and case files;
  • Maintains the Division's official discipline records and manages responses related to those records, including appropriate disposition; coordinates and response to vetting requests; and
  • Assists in routine reports and data analysis on disciplinary and other related office actions.
  • Composes routine correspondence in support of the Workplace Violence Incident Assessment Team, Personnel Review Panel, and with a wide range of investigative partners to ensure appropriate case management.
  • Responds appropriately to employee inquiries by email, letter, phone, and in-person regarding matters in the office, mindful of the highly sensitive nature of the Division's work and the privacy considerations of employees
  • Liaises with senior managers in other offices, Bureaus, and in the GTM front office to provide appropriate updates on disciplinary action(s), the discipline process, and to ensure other staff members are aware of and timely response to critical office correspondence

Required (Minimum Necessary) Qualifications (applies to both this section and KSAO's)
  • Proficient in a variety of computer applications for word processing and/or other office automation equipment and various software programs to create, copy, edit, store, retrieve, and print a variety of documents; produce correspondence, memoranda, directives, forms, and reports; create or maintain spreadsheets or databases, etc.
  • Work with rough drafts, documents, written instructions, or brief oral statements and may transmit, receive, and/or acknowledge the email, messages, forms, and reports; ensure proper handling and clearance, and print hard copies or route to other users. Material is created in draft or final form in a variety of formats using terminology common to the disciplinary program and CSD organization.
  • Ensure accuracy and timeliness of information, spelling, grammar, punctuation, and presence of necessary enclosures.
  • Responds to email and phone questions and requests for interpretation in a timely manner, generally within three days. If the response will take longer to research, the incumbent provides an interim response.
  • Participates in weekly staff meetings, provides support to other official meetings and training as required, and provides a high level of customer service to internal and external clients.
Knowledge, Skills, Abilities, and Other Characteristics
  • Monitoring, logging, and tracking incoming referrals for discipline
  • Building hard copy and electronic case files for the Division Chief and CSD Specialists
  • Checking own work for accuracy and reviewing submitted materials for the general level of completeness
  • Coordinating with the Division Chief and CSD Specialists for the appropriate management and disposition of records through the full cycle of the process
Draft routine memoranda or letters and clear them through appropriate clearers
  • Gather, compile and assemble readily information in response to litigation, grievance, appeal, and other discovery requests
  • Respond to vetting requests using the Division's case management tracking system as the basis for response
  • Assist Division Chief or CSD Specialists with briefings or training presentations, assembling information and preparing PowerPoint, etc.
  • Gathers background materials as required and prepares briefing books and related documentation for review by senior Department officials
  • Coordinates with other GTM offices and Bureaus on routine matters concerning policy and programs
  • Research articles as directed based on program needs
Preferred
  • Prior knowledge of the Department of state systems
NECESSARY PHYSICAL REQUIREMENTS

Essential and marginal functions may require maintaining the physical condition necessary for bending, stooping, sitting, walking or standing for prolonged periods of time; most of the time is spent sitting in a comfortable position with frequent opportunity to move about.

DOT COVERED/SAFETY-SENSITIVE ROLE REQUIREMENTS
  • This position is not subject to federal requirements regarding the Department of Transportation's "safety-sensitive" functions.
WORK ENVIRONMENT

Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The work described herein is primarily a modern office setting. Occasional travel may be required.

SUPERVISORY RESPONSIBILITIES
  • No supervisory responsibilities.
ADDITIONAL QUALIFYING FACTORS

As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results. If applicable to the contract, you must also obtain the appropriate clearance levels required and be able to obtain access to military installations.
