JOB SUMMARY

Leads and guides project teams to deliver enterprise-level Geographic Information System (GIS) data, analysis and solutions. Works cross-functionally to design, implement, test and deploy Enterprise, Web and Mobile GIS solutions that optimize business processes and allow others to gain insight through the visualization of business intelligence for use in supporting executive decision making, Operations, Rights-of-Way (ROW), Commercial and our other internal customers.

SPECIFIC AREAS OF FOCUS

  • Leads DCP's Pipeline Compliance and Integrity initiatives through PODS data entry, export and analytics.
  • Lead on integrations between PODS and other company solutions to extend PODS datasets to satisfy MegaRule and other integrity related initiatives.
  • Uses Python, Model Builder, Alteryx, and other Workflow tools to simplify and increase efficiencies in day-to-day workflows used within the GIS team to support DCP's Integrity Program

WHAT YOU WILL BE RESPONSIBLE FOR
  • Partners with our Operations, Commercial and Rights-of-Way lines of business to understand current business processes, future desired states and recommend GIS-centric solutions where appropriate
  • Loads, maintains and reviews Pipeline Open Data Standard (PODS)/Spatial Database Engine (SDE) data
  • Leads and influences the development and delivery of GIS systems training, troubleshooting and support
  • Automates work process through Model Builder, Python and other technologies
  • Plans and manages GIS projects to bring value and transformation to the company
  • Performs advanced GIS analysis and spatial and relational database management as it pertains to the operation and maintenance of transmission and gathering system pipeline
  • Leads mobile GIS initiatives associated with field data capture and operational awareness
  • Creates presentation quality maps and reports for a variety of internal stakeholders
  • Provides thought leadership to the design and management of GIS databases, tools and applications
  • Integrates existing data from a variety of internal and external sources into the GIS database
  • Partners with assigned business units to gather business requirements and design solutions to increase their capabilities
  • Designs, writes and maintains GIS workflow and standards documentation
  • Creates and presents in-house training material to increase utilization of GIS technology
  • Mentors junior staff and fosters a team environment
  • Completes special projects as assigned
  • Performs other related duties to meet the ongoing needs of the organization

QUALIFICATIONS
  • Bachelor's degree in Computer Science, IT, GIS, Geography or a similar degree field and/or equivalent experience
  • A minimum of 2 years related experience required; 5 years related experience and oil and gas industry experience preferred
  • Proficiency with relational and spatial database design, queries and reporting
  • Experience with PODS, ArcGIS Pipeline Data Model (APDM), ArcGIS Pipeline Referencing (APR) and ImageStation Automatic Triangulation (ISAT)
  • Experience with Environmental Systems Research Institute (ESRI) Portal, GeoEvents, Web App Builder and REST technologies to provide spatial analysis, cartographic products and published services
  • Ability to automate spatial analysis and business processes using Python, Model Builder, JavaScript Object Notation (JSON) and Feature Manipulation Engine (FME)
  • Experience in SQL, C#, HTML, HTML5 and JavaScript
  • Experience with New Century Software, DeLorme XMap, Visual Fusion and LandWorks applications
  • Experience in Business Intelligence technologies such as High-Performance Analytic Appliance (HANA), BusinessObjects and Xcelsius
  • Familiarity with DeLorme XMap 8 and data collection forms
  • Understand and apply SDLC (software development lifecycle) concepts
  • Understand and apply principals of Project Management
  • Knowledge of midstream pipeline business functions especially Operations, ROW, Commercial, Measurement and Supervisory Control and Data Acquisition (SCADA)
  • Ability to influence at a local level and across a broad organization
  • Strong communication skills, interpersonal skills and ability to build relationships
  • Ability to work independently as well as part of a team

SPECIFIC REQUIREMENTS
  • Deep understanding of industry standard Pipeline Integrity Programs to include consequence, risk, assessments, inspections, reporting, and applicable data in a PODS Database
  • Extensive knowledge of MegaRule requirements and impacts is preferred
  • Proficient in the use of Python, Feature Manipulation Engine (FME), Model Builder, Alteryx, or other data manipulation tools in a GIS environment
  • Skilled in building ArcGIS Desktop tools and extensions designed for mass updates, editing workflows, and elimination of manual data entry/export

SPECIAL DEMANDS
  • This job primarily operates in a professional office environment and routinely requires the use of standard office equipment such as computers, phones, copy machines, etc. Noise level is typically low. Frequently in a stationary, sitting position for prolonged periods of time. Regularly moves about inside the office to complete tasks, attend meetings or to access the copy machine or file cabinets. Periodically pulls/pushes doors open to move around the office. Occasionally may lift and carry objects up to 20 pounds.
  • Occasional travel will be required
SALARY
  • The salary is $76,700-$122,700.
