Examples of Work
Manages the clearinghouse of all NDOT agreements. Tasks includes: 1) Reviewing all NDOT agreements in the OnBase document management system to ensure completeness and legibility 2) entering agreement, financial information, and routing in C1 (mainframe), and 3) locating archived agreements at the request of Divisions and Districts. Under general supervision, prepares agreements for consultant provided services such as design of roadways and bridges, right-of-way design, planning activities, etc. Tasks include coordinating with NDOT staff and consultants to develop the scope-of-work, reviewing NDOT and consultant fee estimates, and, if required, setting up negotiation meetings. Tasks also include securing signatures thru DocuSign, maintaining consultant signature authorization list, and uploading executed agreement to OnBase. Reviews, and modifies as needed, agreements prepared by other NDOT divisions to ensure conformance with federal, State, and NDOT requirements, language, and policies. Reviews Certificates of Insurance (COI) for consulting firms doing business with NDOT to confirm it is in compliance with the requirements of the agreement. Tasks include corresponding with brokers, consultants, and legal counsel, if necessary, to get a compliant COI. Upload COIs into OnBase and manage insurance data in AASHTOWare Project software. Reviews invoices and supporting documents submitted by consultant firms via OnBase for completeness and accuracy. Coordinates with other divisions or consultants to address invoice issues and time extensions for agreements. Answers questions related to OnBase invoicing. Maintains invoicing dashboard (time from upload to payment of invoice thru the OnBase Workflow). May provide guidance/direction to Highway Agreement Technician regarding invoice processing. Manages new and existing vendor data related to consultants (addresses, certifications, insurance, electronic signatures, etc.) using AASHTOWare. Assists the Consultant Services staff as requested.
Qualifications / Requirements
REQUIREMENTS: Post high school coursework/training in business administration, legal, transportation, or accounting processes.

PREFERRED: Experience in the organization and tracking of documents and knowledge of accounting principals. Knowledge of agreement principles/language involving transportation or similar projects. Proficiency in using Microsoft Office programs, OnBase, AASHTOWare Project, and Mainframe applications (ACT).
Knowledge, Skills and Abilities
Knowledge of: functional relationships between various NDOT divisions/districts; phases of a project from conception through construction; negotiation principles and techniques; agreement preparation requirements and legal protocols and issues relative to agreements between NDOT and other parties; the makeup and payment methods for consultant services; the makeup of consultant and other agencies invoices; and NDOT insurance requirements for consultant services. Ability to: proficiently use computer and associated programs to work in Microsoft Office programs, OnBase, AASHTOWare Project, and agreement tracking system (ACT). Clearly and effectively communicate verbally and in written form. Establish effective working relationships with internal and external customers. Exceptional organizational skills. And the desire to continuously look for ways to improve existing processes or create new ones to solve problems. NDOT encourages applicants of all ages and experience.
