RESPONSIBILITIES:

Kforce has a client that is seeking a Human Resources/Risk Manager in Miramar, FL.Essential Job Functions of the Human Resources/Risk Manager:

• Human Resources/Risk Manager will develop and implement companywide safety, accident, and loss prevention programs to reduce or eliminate occupational accidents, injuries, illness, deaths and/or financial losses
• Determines training needs of various departments, develop, conduct, and track supervisor and employee training in safety and loss prevention, including Occupational and Safety Health Administration (OSHA), and Environmental Protection Agency (EPA) requirements.
• Serves as the Safety Officer and advises management / staff regarding safety and health procedures, equipment and protective devices.
• Manages the day-to-day filing for the Worker's Compensation, Return-To-Work, and modified duty programs.
• As a Human Resources/Risk Manager, you will coordinate with healthcare providers and the self-insured Worker's Compensation Program, as necessary
• Works with the Third-Party Administrator (TPA) on claims handling
• Establishes procedures and develops administrative policies in areas of loss control, risk management and accident investigations
• Ensure compliance with established policies and procedures in alignment with local, state and federal laws
• Prepares, analyzes, monitors and manages the risk management $10.5 million budget
• Human Resources/Risk Manager manages the Risk Management bank account to ensure adequate funding for claims and medical care expenses of injured workers
• Processes and submits funding requests to the Finance department, to pay risk related expenses as needed
• Prepares Commission agenda items for Risk Management contracts with service providers
• Human Resources/Risk Manager monitors all transactions related to the Firefighters' Cancer Bill
• Supervises the processing of FMLA requests

REQUIREMENTS:

• Bachelor's degree from an accredited four-year College or University with major course work in Business/Public Administration, Safety or Risk Management, or a related field of study; Equivalent combination of education, training and experience that provides the required knowledge, skills and abilities acceptable
• Master's degree from an accredited graduate program in governmental experience, and/or CSP or CRM designation is preferred
• Five (5) or more years of full-time, professional-level experience in risk management, worker's compensation and liability, including two years supervisory experience
• Advanced knowledge of OSHA, DOT, Worker's Compensation and ADA laws and regulations
• Skills in public speaking and excellent written and oral communications
• Ability to develop procedures and provide training to all levels of the organization to implement these requirements
• Knowledge of the principles, practices, methods, and techniques of human resources administration
• Knowledge of the terminology, job content, and qualification requirements of a variety of public occupations
• Knowledge of city policies and rules and of state and federal laws affecting human resources administration
• Knowledge of civil service methods, procedures, and state statutes pertaining to public employment
• Knowledge of research techniques and the sources and availability of current information
• Knowledge of administrative techniques used in determining personnel requirements for varied types of governmental services
