Job Summary
Manages various environmental programs and projects on behalf of NYSEG and RG&E with objectives of timely and cost-effective completion. Special emphasis on environmental licensing and permitting.
Responsibilities
1. Provides direction and leadership on various aspects of environmental licensing and permitting for capital and O & M projects for gas and electric operations in NY.
2. Coordinates and oversees environmental regulatory requirements on behalf of Capital Delivery Project Managers as well as Maintenance Engineers.
3. Develops / delegates preparation of required environmental permits, design, execution and close out.
4. Prepares plans and budgets for environmental licensing and permitting.
5. Manages contractors for on-time, on-budget delivery of products and services.
a) Verifies contractor's deliverables.
b) Ensures contractor's resources within the project
6. 6. Manages projects to approved scope, schedule and budget. Managers progress against plans and take corrective action to offset variances. Reports to management on progress status.
7. Coordinating environmental licensing and permits for NY capital project ties directly to meeting the corporate objective for capital investment.
8. Verify project adherence to federal, state and local environmental regulatory requirements.
9. Leads cross-functional project teams. Holds and participates in regular program/project status meetings.
10. Represents the company at public or regulatory meetings.
11. Reviews and comments on proposed laws and regulations as they apply to company operations.
12. Manages or oversees implementation and inspection of stormwater management plans, wildlife management plans, and other regulatory requirements of permits which extend beyond construction phase of project.
13. Escalate issues when necessary.
Skills and Requirements
Education & Experience Required:
1. Associates Degree required in Environmental or related field.
2. Bachelor's Degree is preferred.
3. P.E. (Professional Engineer) or CPESC (Certified Professional in Erosion and Sediment Control) a plus
4. A minimum of 3 years of program/project management experience in a directly related field.
5. A minimum of 3 years of experience with related federal and state environmental regulatory policies and business practices and procedures.
6. Knowledge of system design, construction and maintenance practices for both gas and electric operations.
7. Experience in leading teams.
8. Microsoft Suite.
Skills/Abilities:
1. Interfaces with the appropriate regulatory agencies, including NYS DEC, NYS PSC, US EPA, local municipalities. Minimizes Corporate risks and public liabilities.
2. Provide overall environmental licensing and permitting oversight and work with IUSA experts and contractors to keep projects on track.
3. Ability to minimize adverse permit conditions for each project and beyond.
4. Ability to negotiate on problem resolution, vendor management, conditions in permits.
5. Superior communication skills; proven ability to interact and present solutions to all levels within an organization
6. Interpersonal Skills: able to get cooperation and commitment of others without direct reporting relationship to be able to accomplish strategic objectives
