Blue Cross of Idaho is looking for a Manager, Strategic Procurement who is responsible for the management and oversight of the Strategic Procurement team, to include competitive bidding, execution of negotiations, supplier contracting, managing supplier relationships and supplier contract performance. The individual in this role will design, document and implement strategic and transactional procurement processes, tools and metrics in support of the company's strategic initiatives. In addition, they will collaborate with internal business partners and leaders to ensure procurement policies and practices are understood, monitored and followed. This role reports to the Director of Procurement and will perform the following: leading the procurement team (i.e., category managers and procurement coordinators), emphasizing team members' development, training, goals and performance planning.

This position reports to the Director, Procurement. Hybrid schedule is supported in a mutually acceptable location. #LI-Hybrid

To be considered for this opportunity, you have:

Experience: 7 years experience, to include leadership, within procurement, category management, sourcing, supply chain, purchasing and/or related

Education: Bachelor's Degree or equivalent work experience (Two years' relevant work experience is equivalent to one-year college)

We'd also love it if you had:

  • Health Insurance or Managed Care experience
  • Experience in high volume, complex service related supplier contracting and competitive bidding
  • Procure-to-Pay process and systems experience

In this role, we will ask you to:
  • Develop, communicate, and lead strategic and transactional procurement initiatives and activities for the company
  • Guide category managers to lead teams of business owners and partners, developing the vendor strategy and sourcing opportunities and events that align with business and company strategic initiatives.
  • Lead the procurement coordinators in transactional procurement functions including master data management, purchase order processing, and systems workflow oversight
  • Be a key contact for category managers and business leads regarding market information and negotiation techniques.
  • Establish and steward the negotiation strategy across all spend categories incorporating cost savings and risk mitigation objectives.
  • Lead the competitive bid processes including RFQ, RFI and RFP.
  • Lead, guide and steward the sourcing, negotiation, and contracting and purchasing systems and processes, partnering with Business representatives, Legal, IT, Finance and Compliance leaders.
  • Establish and incorporate cost savings targets into team member's goals and performance plans.
  • Build and maintain timeline and roadmap for future contract renewals and new contracts across all spend categories.
  • Partner with appropriate business team members and leaders to ensure strategic suppler performance is monitored, reported, and operates in a continuous improvement climate.
  • Lead the organization and delivery of strategic supplier events such as regularly scheduled business reviews, supplier evaluations, and Executive Review meetings.
  • Provide support for supplier concerns and management of intensified issues.
  • Ensure suppliers follow the enterprise code-of-conduct programs via proper contract terms and conditions.
  • Lead department or enterprise projects, providing mentorship for others in the group or category area, and provide leadership for procurement initiatives and direction for the enterprise. Build and maintain departmental policies and procedures.
  • Participate in training, coaching and motivation of employees including career path development. Assess individual employee performance and conduct timely performance appraisals.
  • Promote teamwork, discussion, and cooperation among staff and other departments. Ensure timely communication and sharing of information with team members.
