Job Description

Pay Rate: $98,332 to $115,000 Per Year.

Accountable for the Veolia Water New York Division Water Quality and Wastewater Compliance Program. Assist operations to ensure that the water and wastewater quality consistently meets and exceeds the state and federal regulatory standards. Maintain compliance with environmental, governmental, and potable water and wastewater laws and regulations and in accordance with operating permits.

Primary Duties/Responsibilities:

  • Develop and oversee regulatory water/waste water sampling schedules and plans. Including audit oversight of sampling and laboratory service vendors.

  • Responsible for ensuring the Veolia New York finished water meets or exceeds all State and Federal regulatory standards.

  • Responsible for ensuring the Veolia New York wastewater meets or exceeds all State and Federal regulatory standards.

  • Developing and continuously improving Standard Operating Procedures (SOP's).

  • Promote the use of new technology and concepts

  • Maintains active liaison with regulatory personnel, outside associations, technical sales representatives and associates to keep current on new products and technology developments; represents the division on water quality issues and participates in local organizations by serving on committees or by becoming a member and participating in relevant organizations. May address professional groups.

  • Coordinate with all New York laboratory, compliance and operations personnel (including Toms River and Environmental Services operations) to ensure consistent internal/external messaging and regulatory response.

  • Participate in company-wide water quality peer network for information sharing, data management etc.

  • Provide technical training on water & wastewater quality issues and regulations to appropriate personnel.

  • Works jointly with and provides guidance to the operational personnel to analyze and determine the most cost effective, economical, and optimized treatment processes are being utilized.

  • Advise operational personnel of the merits of innovative treatment processes and the opportunities to improve customer satisfaction.

  • Conducts practical, scientific-based research to improve or maintain quality at the treatment facilities and within the distribution/collection systems.

  • Responsible for report preparation and timely delivery of routine or non-routine reports required such as annual compliance reports, CCR's, New York reports, etc. Assist with the preparation and/or review of monthly compliance reports sent to regulatory agencies as required.

  • Provides quality assistance during treatment facility emergencies

  • Functions as a regulatory and community liaison for issues that pertain to water quality, protection of source water quality, permitting, etc.

  • Ensures the efficient use of SCADA data via EOPS.

  • Responsible for providing the appropriate information for the annual capital and operating budgets.

  • Provide a long-term approach to changing or new regulations.

  • Provide input to engineering for projects related to treatment facilities and transmission, distribution, and collection systems.

  • Complete special projects, perform research, etc. on an as-is requested basis.

  • Perform due diligence evaluations, gap analysis, etc.

  • Supports integration of corporate quality initiatives.

  • Member of Tuck-In Acquisition Team; reviews water quality data, permits and records for water and wastewater tuck-in targets and recommends applicable sampling and treatment improvements.

  • Manage documentation of Cross-Connection Control program.

  • Serve as point of contact for NJDEP and EPA for the NJ regulated utility.

Qualifications

Education/Equivalent:

  • Bachelor's degree in Chemistry, Environmental Engineering or related science is required

  • Master Degree in related field preferred

  • New York water and/or waste water operator license(s) a plus

Work Experience Needed:

  • 7 - 10 years related experience in water / wastewater utility operations.

  • 3 to 5 years of Supervisory experience preferred.

  • Knowledge of industry safety practices and policies.

Knowledge/Skills/Abilities:

  • Extensive knowledge of water quality regulations and water treatment plant processes.

  • Extensive knowledge of wastewater treatment plant processes

  • Ability to analyze raw and finished water quality, treatment levels and optimize treatment to ensure the Company's goal of zero violations is met.

  • Ability to analyze wastewater influent and effluent discharge quality, treatment levels, and optimize treatment to ensure the Company's goal of zero violations is met.

  • Work with operations and laboratory staff to address water quality and wastewater compliance issues.

  • Ability to identify root cause of quality/treatment problems and recommend to and assist with implementing and monitoring treatment solutions.

  • Proficiency in utilizing personal computers, databases and software including but not limited to Intelex, Hach WIMS, Microsoft Word, Excel, Access, PowerPoint, SCADA/EOps. Utilize software to manage and extract data for analyses. Ability to recommend, implement and learn new software programs.

  • Ability to communicate effectively and relate to all levels of company employees, including peers, managers and subordinates.

  • Excellent interpersonal and communication skills (written and oral).

  • Good leadership, strong organizational and presentation skills, attention to detail, neatness and orderliness.

  • Ability to network with water industry professionals and regulators
