ECS is seeking a Military Analyst- Subject Matter Expert to work in our Orlando, FL office.
Job Description:
The contractor shall have Subject Matter Expertise in the area of military command, acquisition products, tactics, techniques and procedures, in as much to advise the Government on the cost-effective implementation of the acquisition and targeted capabilities throughout the OSD test enterprise. The contractor shall develop success metrics, analyze program data, assess maturity and advise the Government so that proposed efforts are consistent with document project cost, schedule, and performance baselines.
The contractor shall evaluate current military acquisitions, the technology, assess its application, and advise the Government in the nuclear testing domain. The contractor shall analyze, assess, and advise the Government in all aspects of the acquisition of nuclear test equipment, instrumentation.
The contractor shall have extensive knowledge of DOD and TRMC(Test Resource Management Center)specific acquisition processes and contracting life-cycle management.
The contractor shall support the development of all required acquisition concepts, communications, and documentation. The contractor shall provide support during production of all TRMC customer-unique acquisition documentation; help ensure DoD 5000.2 and PEO STRI acquisition requirements are cross-walked and embedded; brief TRMC and other SES staff at 'milestone' events. The contractor shall participate in one CTEIP Mid-Year Briefing, three mile-stone decision meetings, and four stakeholders meetings. The contract shall support with drafting the Program Management Plan, Program Acquisition Strategy, Life-Cycle Management Plan, Program Protection Plan, System Engineering Master Plan and Test and Evaluation Master Plan. The contractor shall support with drafting the (1) Acquisition Execution Briefing, (2) Milestone Decisions, and (4) Stakeholder/User Update briefings.
The contractor shall assist the Government in performing project and contract execution and maintenance by supporting Notes to Negotiators development, preparing/routing purchase requisitions, drafting kick-off briefings for Post-Award Conferences, managing teleconference scheduling, preparing draft CDRLs, supporting SOW revisions and change proposal evaluations. The contractor will monitor and report project/contract compliance for submissions (e.g., monthly progress reports) and process public release requests that require PEO STRI action.
