Location: Can work from a home office, but must be able to visit Navy labs in these locations: Philadelphia PA, Arlington VA, and Dahlgren VA

Job Description
In this role, you will be responsible for technical and program management in support of U.S. Navy Programs (Navy Labs - NSWC).

Essential responsibilities include:

  • Managing program(s) profit and loss (P&L), costs, scheduling, quality and timely delivery.
  • Helping to develop and execute on business opportunities including capture plans.
    • 50/50 split between new BD and managing existing programs
  • Staffing, mentoring and leading multidisciplinary teams to support your portfolio.
  • Supporting our ISO-9001 engineering process and development methodology.
  • Interacting with customers regarding programmatic and technical issues.
Candidate Requirements:
  • U.S. Citizenship and an Active Security Clearance.
  • Program Management Professional (PMP) or a similar Certification is highly desired.
  • 15(+) Years of proven experience providing relevant program management services.
  • 3(+) Years of experience supporting US Navy shipbuilding programs
  • Prefer someone with strong network in any of these 3 Navy Labs
o Philadelphia: Cybersecurity, Machinery Control, Submarines

o Dahlgren: Combat Systems Engineering

o Carderock: Hydro, Naval Architecture
  • A successful background of relevant:
o Profit and loss (P&L) responsibilities for government acquisition or technical services programs in excess of $20M with multiple subcontractors is highly desirable.

o Interacting with customers regarding technical and/or business issues.

o Leading large diverse multidisciplinary technical teams.

o Contracts, Business Development, Capture Management and Proposal Development.
  • Must have a deep understanding of technical, financial, budgeting, programmatic, business development and personnel management for government services contracts.
  • Excellent oral, written and presentation skills.
  • Experience as a Proposal Manager for Government
  • Contracts highly desirable.
  • Must be able to travel up to 10%.

Security Requirements:
Applicant will be subject to a security investigation and must meet the eligibility requirements to obtain and maintain a security clearance issued by the US Government. In addition to the security clearance, this position may require an additional background screening for base access.
