Job Description:
The Nebraska Department of Transportation (NDOT) is a diverse 2,100-employee organization responsible for driving Nebraska's economic growth through the development and maintenance of the state's transportation network. Our talented team of professionals supports the travel of over 20 billion miles a year on Nebraska's 10,000 miles of highway.

We are seeking a driven, strategic-minded professional to help lead some of NDOT's biggest projects currently being developed. As an engineer in the Project Studies and Survey Section, you will have the opportunity to manage planning studies for large-scale projects in support of the development of NEPA documentation, which may include Environmental Impact Statements (EIS) and Environmental Assessments (EA), all while working with a multidisciplinary team, stakeholders, and external partners.

If unable to fill at the Professional Engineer I level, will consider applicants at the Engineer level which requires a bachelor's degree in an Engineering discipline. Must obtain Engineer Intern Enrollment (Engineering in Training Certification) within one year of employment. Pay rate for this classification is $29.977 per hour.

Job Duties:

•Assist and/or lead the development of assigned projects requiring a high level of environmental documentation, such as an Environmental Assessment or Environmental Impact Statement, to facilitate NEPA process.
•Work closely with Project Development's Environmental Section to ensure the development of these environmental documents follow all applicable regulations.
•Apply engineering expertise in the development of various alternatives typically required in higher level environmental documents. This includes employing creative ways to try to avoid or minimize impacts to resources adjacent to the project.
•Utilize AASHTOWare Estimation to develop Status 5 cost estimates.
•Coordinate with external partners, such as FHWA, USACE, other agencies, cities, counties, utilities, etc.
•Schedule and facilitate project related meetings and distribute meeting minutes as necessary.
•Attend public information meetings, public hearings and field inspections.
•Manage consultants assisting in the development of these projects, which includes:
-Developing scope-of-services, fee proposals and negotiating
-Approving invoices
-Monitoring out-of-scope work
-Monitoring project schedules
-Reviewing submittals
•Actively participate in Request For Qualifications (RFQ) development and Consultant selection process.
•Review and respond to agency and public comments received on documents prepared; assist in preparing final and/or supplemental reports based on comments received or upon project changes.
•Simultaneously, manage multiple projects that are at various stages of completion. Maintain and update project status and needs.
•Assist the Project Scoping Unit in the development and/or review of NDOT-73 Planning Documents as necessary.
•Participate in NDOT Departmental, Division, or Section meetings as needed. Completes special projects as assigned. Aid the Project Studies & Survey Engineer as needed.

REQUIREMENTS:

Engineer: Bachelor's degree in an Engineering discipline. Must obtain Engineer Intern Enrollment (Engineering in Training Certification) within one year of employment.

Professional Engineer I: Bachelor's degree in an engineering discipline. Must possess a Professional Engineer (P.E.) license at the time of application and be licensed by the Nebraska Board of Engineers and Architects at the time of employment or be able to obtain such license within 90 days of employment. Must sit for PE at the first opportunity.

PREFERRED:

  • Licensed Professional Engineer in the State of Nebraska.
  • Five years experience in roadway design and/or highway construction.
  • Experience in project coordination and scheduling.
  • Prior experience leading and/or assisting in the development of projects being prepared for a NEPA Environmental Impact Statement or Environmental Assessment.

OTHER: Valid Driver's License is required. Overnight travel will be required on occasion. Regular and reliable attendance is also required.

  • Ability to clearly and effectively communicate, both verbally and in written form, with individuals and different levels within an organization or the public.
  • Ability to read, understand, and interpret project plans, agreements, and other contract documents.
  • Knowledge of Nebraska Board of Public Roads Classifications and Standards Minimum Design Standards, AASHTO Design Policy, ADA Accessibility guidelines, State and Federal regulations, policies, and guidelines applicable to highway projects, general transportation related engineering, design, and construction principles such as surveys, drainage design, geometrics, roads, bridges, and culverts.
  • Strong organization skills.
