Koniag Technology Solutions, a Koniag Government Services company, is seeking an experienced Professional Project Manager (Environmental Engineer) - Senior-Level with a Top-Secret Clearance to support KTS and our government customer in Clarksburg, West Virginia.

Position Overview:
The Project Manager will assist the client with oversight and overall management of their assigned projects. Functional responsibilities will be that of a Project Manager with a broad-based knowledge of lease activity, construction trades, and facility maintenance. Thus, a PM with a facilities background will be most appropriate for this role.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

  • Review the Environmental Programs Gap Analysis and further design, develop, implement, and manage campus wide environmental programs to mitigate the gaps. Priority areas are described but not limited to the following:
  • Air Emissions Management
  • Hazardous Waste Management
  • Petroleum, Oil & Lubricant (POL) Management
  • Solid Waste Management
  • Manages all facets of facilities project management (budget, schedule, procurement, quality & risk) for individual real estate projects including planning, design, construction, occupancy, and closeout.
  • Demonstrates capability to read, understand and apply standard to complex documents affecting real estate projects, including but not limited to agreements/contracts, leases, work letters, project charters, surveys, and drawings.
  • Interfaces directly with clients to define project requirements. Prepares scope of work, project delivery resource requirements, cost estimate & budget, cash flow, work plan schedule & milestones, quality control, and risk identification.
  • Identifies project delivery resources from pre-qualified lists or through individual project qualification process; conducts standard to complex request for proposals; completes bid analysis; leads evaluation interviews, recommends resources to clients.
  • Leads project delivery resources/team (typically larger more experienced team) providing project guidance and direction to achieve project goals.
  • Implements communication plan for meetings and written reports/meeting minutes to keep client and project resources informed. Facilitates project meetings.
  • Implement project documentation governance aligned with company and client requirements. Ensure project data integrity and documentation is accurate, timely and coordinated.
  • Tracks progress of each project against goals, objectives, approved budgets, approved timelines. Reports status and variances. Creates action plans to meet objectives, budget, and schedule.
  • Implements change management routines to assess change requests, make recommendations, secure client approvals, and issue change orders. Assesses change requests to determine impacts to scope, budget, schedule, quality, and risk.
  • Demonstrates ability to identify complex project risks, lead constructability reviews, develop risk mitigation and contingency plans, and implement action plans to reduce or eliminate project risks
  • Demonstrates knowledge of projects & project management within the context of business results (business case, larger economic implications, business risk, etc.).
  • Plans and monitors appropriate staffing levels and utilization of labor, including overtime.
  • Manages project delivery resources/team (typically larger more experienced team).
  • Responsible for identifying training needs, tracking performance, coaching, and motivating
  • team members.
Work Experience, Knowledge, Skills & Abilities:
  • Bachelor's Degree in Environmental Engineering, Environmental Science, Safety Engineering, Occupational
  • Safety and Health Management or related field and 10 or more years of experience. Experience with environmental work is preferred.
  • PMP (US and/or Canada) and LEED AP preferred.
  • Knowledge of state and federal environmental, safety and health regulations are required
  • Comprehensive knowledge of environmental, occupational safety and health disciplines, in order to effectively develop and implement environmental safety and health programs.

Working Environment & Conditions
This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand; walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress. The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
