Job Summary
The Research Data Analyst applies extensive knowledge as expert research professional with an in-depth understanding of deterministic and probabilistic database linkages, in-depth statistical and/or other analysis techniques designed to support research projects of broad scope and complexity. Demonstrates excellent judgment in selecting methods and techniques for obtaining solutions. May function as a team lead and supervisor of junior research data analysts. 

The Research Data Analyst will be a key member of the research and evaluation team of the Mental Health Services Oversight and Accountability Commission (MHSOAC), Sacramento, CA. The role of MHSOAC is to oversee the implementation of the Mental Health Services Act (MHSA). The MHSOAC is also responsible for developing strategies to overcome stigma. At any time, the MHSOAC may advise the Governor or the Legislature on mental health policy. 

The Research Data Analyst will conduct and validate accuracy of data linkages of mental health service data with other state databases such as Department of Justice (DOJ), California Unemployment (EDD), California Department of Education (CDE), and Office of Statewide Health Planning and Development (OSHPD) data. Working with MHSOAC staff, the Analyst will develop and design proposals for data analytic projects. The Analyst will serve as lead statistician for the Triage program summative evaluation as well as perform ad hoc requests. These activities involve complex statistical analyses, data management, including database linkage specifically using probabilistic and deterministic linkage methods, statistical modeling, and interpretation of findings to monitor and evaluate MHSOAC activities and measure program impact. Outcomes include but are not limited to: (a) criminal justice involvement, (b) unemployment, and (c) school failure. 

According to priorities established by MHSOAC management, the Research Data Analyst will provide consultation and high-level expertise in the advanced statistical, methodological and computer programming support to MHSOAC staff. The individual will prepare data findings in briefs, reports, and participate in preparation of manuscripts.

Required Qualifications
*    Bachelor's degree in related area and 5 or more years of relevant experience and/or equivalent experience/training
*    Expertise in SAS, SQL Server, Tableau, Microsoft Word, PowerPoint, Access and Excel and reference management software (e.g. EndNote)
*    Advanced skills associated with statistical analysis, database management, including database linkages, and systems programming
*    Experience synthesizing data into presentation format
*    Experience developing study designs for studies using administrative data bases
*    Experience writing scientific manuscripts synthesizing research findings
*    Experience analyzing state and/or national databases, such as employment, education, health, or criminal justice databases
*    Experience in leading a team
*    Advanced ability to communicate complex information in a clear and concise manner both verbally and in writing
*    Advanced ability to think creatively to recommend action steps or strategize solutions relative to research
*    Ability to multi-task, meet time-sensitive deadlines, and stay focused under pressure
Preferred Qualifications
*    Master's degree in Epidemiology, Statistics, or Public Health and at least 6 years of related experience
*    PhD degree in related area or at least 10 years of related experiences 
*    Base SAS certification
*    Experience conducting research using electronic health record data
*    Ability to lead multidisciplinary team
