The Residential Lending Operations Specialist is responsible for underwriting and coordinating the approvals and/or declines of Residential Mortgage Loans and Home Equity Line products within defined limit of authority and supports recommendation of credit action to identified credit authority for approval in compliance with the Bank’s lending policies and procedures. Candidate must have in depth knowledge of FHLMC, FNMA and Jumbo lending guidelines. May quote rates and programs to in the absence of the Residential Lending Manager.

Assures compliance with all Bank policies and procedures, as well as, all applicable state and federal banking regulations.

ESSENTIAL DUTIES

1. Performs the underwriting of the Bank’s Residential Mortgage Loan and Home Equity Line products.

2. Underwrites, approves and/or declines loans within defined limit of authority or recommends credit action to identified credit authority for approval.

3. Pre-underwrites files to be sent to wholesale investors for approval and follows them through closing. Requires in depth knowledge of investor requirements (FNMA, FHLMC and Jumbo) to insure a positive client experience.

4. Keeps informed of current practices in underwriting and communicates to those concerned.

5. Gathers and analyzes all information necessary to present a credit request to Executive Management or Loan Committee for approval; ensures that a borrower can demonstrate an ability to repay to determine credit worthiness and appropriate collateral positioning is achieved.

6. Coordinates the processing and closing of loans; confirms loans documents match the terms negotiated; loans are processed in a compliant manner according to TRID, FCRA, Reg B, Reg X, Reg Z, HMDA and any other lending related regulations; solves problems relative to processing and servicing of loans within the portfolio.

7. Corresponds with applicants to resolve questions regarding application information and collection of documents needed.

8. Manages QC process internally and with outside vendor from submission to responding to findings;

9. Manages documents and shipping of loans to Correspondent investors;

10. Answers inquiries from borrowers, branches, and brokers to clarify investor underwriting guidelines, loan conditions and procedures. Corresponds with applicants to resolve questions regarding application information and collection of documents needed.

11. Prepares commitment and decline letters for approval.

12. Performs stress testing – evaluating the residential portfolio against the bank’s credit criteria to identify trends in credit quality.

13. Reviews scanned loan files and assists with processing of mortgage files.

14. Reinforces the application of superior customer service through his or her own example along with appropriate follow through with involved customers and employees.

15. Develops and maintains knowledge of financial industry, economy, market conditions, rates, vendors and competition.

16. Represents the Bank in various community, civic, and community reinvestment functions to further enhance the Bank’s image and develop additional business; assists the Bank in establishing and maintaining market position in the financing arena.

17. Cross sells the Bank’s other products and services, referring customers to appropriate staff as indicated.

18. Updates and corresponds with legal counsel and collectors on workouts, bankruptcies, and charge-offs to ensure all possible precautionary actions or measures are taken.

19. Participates in various internal committees assigned by Senior Management.

20. Provides training and management to staff members as applicable.

21. Responds to inquiries or refers inquiries to the appropriate department or person, and exhibiting the necessary follow through with customers and/or staff involved.

22. Assumes responsibility for special projects; gathers data and prepares reports for Senior Management, audits and other personnel.

23. Processes, solves and answers complex customer transactions, problems or inquiries.

24. Operates computer terminal or personal computer to process account activity, determine balances and resolve problems within given authority.

25. Answers telephones, answers questions and directs callers to proper Bank personnel.

29. Performs the position safely, without endangering the health or safety to themselves or others and will be expected to report potentially unsafe conditions. The employee shall comply with occupational safety and health standards and all rules, regulations and orders issued pursuant to the OSHA Act of 1970, which are applicable to one’s own actions and conduct.

COMPLIANCE AND BSA

Complying with all Bank policies and procedures and all applicable government regulations including, but not limited to BSA, AML, and OFAC regulations, staying current and knowledgeable of all policies, procedures and regulations related to the job functions and completing all assigned training on time, requesting additional training as needed to be proficient in all job responsibilities; cooperating with internal and external auditors and bank examiners by providing full cooperation and timely delivery of requested documentation and information; and reporting concerns about compliance to the BSA Officer to enable prompt remediation.

Supervisors, Managers and Officers: In addition to the above, all supervisors, managers, senior officers and executive officers are responsible for compliance and BSA/AML performance of all Bank employees that report directly or indirectly to them.

SUPERVISORY RESPONSIBILITY

The position of Mortgage Operations Officer does not directly supervise any employees.

ENVIRONMENT AND PHYSICAL ACTIVITY

The incumbent is in a non-confined office type setting in which he or she is free to move about at will. It may include some minor annoyances such as noise, odors, drafts, etc.

The incumbent in the course of performing this position spends time writing, typing, speaking, listening, lifting (up to 20 pounds), driving, carrying, seeing (such as close, color and peripheral vision, depth perception and adjusted focus), sitting, pulling, walking, standing, squatting, kneeling and reaching.

The incumbent for this position may operate any or all of the following: telephone, cellular telephone, copy and fax machines, adding machine (calculator), scanner and image systems, microfilm equipment, encoder, money counter, credit card terminal, typewriter, computer terminal, laptop computer, personal computer and related printers, or other equipment as directed.

MINIMUM REQUIREMENTS

These specifications are general guidelines based on the minimum experience normally considered essential to the satisfactory performance of this position. The requirements listed below are representative of the knowledge, skill and/or ability required to perform the position in a satisfactory manner. · Bachelor’s degree (BA) or equivalent from a college or university; 5 years related experience and/or training; or the equivalent combination of education and experience.

· Generally has 5 years or more experience underwriting conventional, FHA or VA loans and knowledge of FHLMC and FNMA guidelines. Work related experience should consist of a financial analyzing or lending background. Educational experience, through in-house training sessions, formal school or financial industry related curriculum, should be business or financial industry related. Candidate is required to be registered by NMLS.

· Advanced experience, knowledge and training in financial statement and tax return analysis typically resulting from a combination of education in accounting, financial and/or credit analysis or related areas.

· Advanced experience, knowledge and training in lending activities and terminology.

· Advanced knowledge of real estate and consumer loan processing.

· Ability to work with other lenders within the Bank to promote and facilitate Residential Lending requests.

· Advanced knowledge of related state and federal lending and compliance regulations, and other Bank lending policies.

· Ability to develop marketing and business development skills with customers.

· Basic knowledge of branch operation procedures, Bank products and services.

· Ability to read, analyze and interpret general business periodicals, professional journals, and technical procedures.

· Excellent organizational and time management skills, with the ability to provide leadership, supervision and training using positive supervisory techniques to ensure maximum productivity; demonstrated ability in organization and delegation skills.

· Basic skills in computer terminal and personal computer operation; mainframe computer system; word processing, spreadsheet and specialty software programs including Encompass, Calyx Point.

· Intermediate typing skills to meet production needs of the position.

· Advanced math skills; ability to calculate interest, commissions, proportions, and percentages; balance accounts; add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals; locate routine mathematical errors; compute rate, ratio and percent, including the drafting and interpretation of bar graphs.

· Exceptional verbal, written and interpersonal communication skills with the ability to apply common sense to carry out instructions and instruct others, train personnel, write reports, correspondence and procedures, speak clearly to customers and employees.

· Ability to deal with complex problems involving multiple facets and variables in non-standardized situations.

· Ability to work with minimal supervision while performing duties.

· Current California driver’s license and a vehicle with appropriate insurance coverage if required to drive in the course of performing assigned duties and responsibilities.
