Koniag Management Solutions, a Koniag Government Services company, is seeking an experienced RevCycle Subject Matter Expert to support KMS and the government customer at DHA HQ, Falls Church, VA.

Position Overview:

Provide Content and Configuration support for the EHR and associated clinical information systems to Defense Health Agency (DHA) Health Informatics (HI) organization to include interfacing with Government officials to include program offices both in-agency and inter-agency, other Defense Health Agency, and DoD service entities. The project shall support the management, integration, and stabilization of the Electronic Health Record (EHR) core areas and all Clinical Information Systems in the DHA portfolio. The contractor shall work across clinical domains, internal organizations, governance bodies, federal agencies, and commercial organizations to provide strategic and operational guidance to DHA Health Informatics leadership on how best to increate operational efficiency for information technology and improve patient engagement. The contractor shall also support the Technology Management and Integration Branch under DHA HI in providing change management, knowledge management, working groups support, content development, configuration process support and relationship management with internal and external organizations.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

*Cerner RevCycle experience required*

The Cerner RevCycle SME will report directly to RevCycle Management and support the following tasks/areas:

  • Cerner RevCycle: Overall SME that supports the system's ability to provide integrated solutions and services to optimize business workflows, and control cost to collect across acute and ambulatory venues. Responsible for coding, billing, scheduling, referral management.
  • Cerner RevCycle Content and Configuration Support
    • Supports Sustainment and Adoption Board (SaAB) processes, including VA coordination
    • Manage MHS GENESIS RevCycle change requests within the following RevCycle solutions: Appointing/Scheduling, Uniform Business Office (UBO) - Billing/Collections, Coding, Patient Administration, Patient Registration, Referral Management, Acute Case Management, Supply Chain Management, Clinical XR Reporting and Patient Care Location Hierarchy Builds.
  • Supports all RevX activities to include:
    • Implementation of coding software; 3M360 & Cerner Patient Accounting
    • Participate/Collaborate with functionals to build and develop standard processes
  • Has used and knowledgeable of Cerner Healthcare Software
  • Provide subject matter expertise in support of the change management strategy for the RevX solution to include but not limited to:
    • Training curriculum and materials development
    • Peer Expert/Super User training
    • Standard Operating Procedure development
    • Participation in working groups such as: Informatics Steering Committee meetings, Solution Owner workshops, roles, and others
    • Must have understanding/familiarity of military medical coding
    • Cutover activities
    • Integration Validation
  • Support as directed for implementation and sustainment:
    • Support the development of Business Case Analysis (BCA) and the Return on Investment (ROI) analysis (i.e., cost estimates and the value added to the Enterprise)
    • Advises the CHIO on system requirements and enhancement requests needed to support strong business informatics capabilities throughout the Enterprise
    • Collaborates with the Chief Health Informatics Officer (CHIO), Business Functional Champion (BFC) and other Functional Leads to assist in the establishment of policy and strategic direction
    • Identify configuration needs/builds, future enhancement, interface, and legacy requests to achieve operational goals
    • May expedite any patient safety requests or hot items that originate from senior leadership or site and do not have an identified executer/implementer responsible for the request
    • Leverage's business process standardization to provide evidence-based solutions and determine if/how solutions may:
    • Provide informatics support for Functional Community programs and requirements
    • Determine if /how solutions are being worked in the Enterprise and what solutions may exist to meet project need
    • Perform an assessment for the next steps/way forward for the requirement
    • Strategically addresses informatics network to address gaps, proactively react to system challenges, and deploy informatics assets by engaging all staff in the integration and use of clinical information systems and communicates MHS business processes to external stakeholders
  • Fosters the development of an information sharing culture through direct leadership, expert training and continuous collaboration
  • Serves as an advocate of knowledge management in promoting the use of IT in clinical settings by directly supporting the planning, acquisition or development, and implementation of clinical information systems that assist in the delivery of safe, effective, high quality patient care
  • Communicates MHS requirements/enhancements content to external stakeholders including the VA and HHS
Additional skills and capabilities:
  • Has the ability to handle demanding situations with clarity, focus and professionalism, and to respond quickly to quick turnaround taskers
  • Participates in special projects as required
  • Have excellent knowledge of the use of Microsoft Office Product(s) and related applications
  • Possess an ability to apply interpersonal skills, knowledge in the areas of End User (EU) expectation management, workflows, and business process improvements methodologies
  • Excellent written and oral communication skills
  • Working Knowledge of DHA suite of Electronic Health Care applications to include a working knowledge of Cerner Millennium
Qualifications:
  • 5+ years of experience with Cerner RevCycle
  • 10 + years of Clinical/Business experience in the corresponding solution area being supported
  • Experience with at least one of the following Cerner Millenium capabilities is preferred to support the corresponding solution owner/working group
    • Front End Business Tools: Revenue Cycle, Scheduling Appointment Book, Access Management Office, HIM Task Queues, HealtheLife Patient Portal, Televox, Conversation Launcher, Discern Reporting Portal, HealtheIntent scheduling, appointing, and/or referral management activities
    • Back-End Business Tools: Bedrock Charge Services, Organizational, Registration and other tools, Revenue Cycle Maintenance Tool, CS Pricing Tool, Clinical View Manager
    • Back-End Core Tools: DCPTools, Core Event Manager, Core Code Builder, Discern Developer, Discern Visual Developer
    • Additional capabilities/modules with electronic health record, to include iView, Clairvia, capacity management, FetaLink, 724 servers, e-signature, Dragon
  • Experience in following areas:
    • Charge Services - experience in the full revenue cycle, medical coding and, billing operations
  • Excellent written and oral communication skills
  • Working Knowledge of DHA suite of Electronic Health Care applications, to include MHS GENESIS (Preferred)
  • Must be U.S. citizen and be able to obtain a National Agency Check with inquiries (NACI) clearance
Office Location and Travel:
  • Perform the primary activity at the DHA Regional Office - DHA HQ, Falls Church, VA. Telework consideration is available as approved by the COR.
  • Remote teleworking is currently accepted for this position
  • Travel can be required to be able to visit client go-live sites
Working Environment & Conditions

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand; walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress. The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
