Duties include, but are not limited to:

Providing expert advice with regards to government and commercial sourcing requirements of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS) and the Navy and Marine Corps Acquisition Regulation Supplement (NMCARS) in the requirements phase through Combat Systems (CS) certification. Responsibilities will include:

  • Provide acquisition strategy development support,
  • Provide source selection training and sourcing facilitation;
  • Provide support in pre-acquisition planning by reviewing Sections L & M, acquisition strategies and acquisition plans, source selection plans, and any other sourcing documents;
  • Provide recommendations on evaluation criteria, draft reports, and assist in developing supporting documentation and decision documents.

Applicants with a technical understanding of Navy CS will be given a distinct advantage in the hiring process if they can demonstrate previous participation in:
  • Integrated Product Team, Technical Interchange Meetings, and Working Groups;
  • Participation in CS Risk Review Boards;
  • Providing inputs to CS Baseline risk mitigation strategies.
  • Reviewing and providing feedback on technical documentation and CDRLs;
  • Coordinating with various CS stakeholders to ensure alignment of schedules and priorities to achieve Program Office objectives;


Job Requirements
Required Skills: At least 5 years of Government acquisition experience (contracting preferred); Experience in the DoD contract award process and administering contracts for Engineering services; Experience with FAR Part 8, 14, 15, 36 and the Brooks Act; Able to work well individually and as part of a team; Proficiency in Microsoft Office Word, PowerPoint and Excel.

Desired Skills: Experience leading a team and assigning workload; Experience with Combat Systems Engineering and/or Combat Systems Baseline Management (Navy Preferred; Aegis strong preference)); Strong communications skills; ability to effectively interact with senior Government personnel; DAWIA/FAC-C level II in Contracting; Experience drafting contract administration policy and procedures; Experience with Fair Opportunity procedure; and Experience with Source Selection procedures to include assisting in developing evaluation criteria, overseeing technical evaluations, facilitating consensus meetings, and drafting source selection documents.

Education: Degree in Acquisition/Procurement, Business, Engineering or related field.

Clearance: Current, active DoD Secret Security Clearance.
