The Colorado Evaluation and Action Lab ("Colorado Lab") is a collaboration between the University of Denver and the Colorado Governor's office. The mission of the Colorado Lab is to improve the lives of Colorado residents by partnering with state and local governments to strengthen coordinated and efficient person-centered services. A major portfolio of work at the Colorado Lab is to support state agency partners with leadership of the Linked Information Network of Colorado (LINC), a centralized capacity co-led with the Governor's Office of Information Technology (OIT) that integrates administrative datasets across state agencies for approved research and analytic projects.

Position Summary

The Senior Data Analyst will be a shared position between the Colorado Lab at DU and Governor's OIT. This will allow the use of the OIT secure computing environment to handle LINC data. OIT and the Colorado Lab will communicate frequently to ensure both organizations' objectives and direction for LINC are aligned.

The Senior Data Analyst will be responsible for receiving, cleaning, and preparing data for matching, linking administrative datasets using advanced identity resolution expertise, then deidentifying, anonymizing or aggregating the data for requestors based on parameters established by the LINC governing body. Critical to the success of this position is the ability to identify, implement, and document the use of solutions that address data management and integration challenges with state administrative data. This involves taking the initiative to problem solve, seek out resources from other jurisdictions or expert resources from organizations or online forums. While the Senior Data Analyst will have direct guidance and supervision at the Colorado Lab and support from OIT, the expectation is that the person in this role has enough expert experience in data management and integration to make educated independent decisions.

This role will be a shared part-time position at the Colorado Lab at DU (approximately 80% time) and OIT (approximately 20% time) starting May 1, 2023.

Essential Functions

  • Work with complex data that is received in multiple files and formats from state and local government agencies and community organizations
  • Refine standards and best practice procedures for sensitive data management, data cleansing, data normalization, identity resolution, data validation, and data anonymization
  • Perform data handling work including querying and profiling data to determine conformance to standards and fitness for purpose, performing data transformations as necessary, conducting identity resolution to match records in data files, and preparing data into analytic structure
  • Document and maintain records of all data management and data integration activities
  • Maintain up-to-date knowledge of regulatory requirements and industry best practices as it relates to data stewardship and identity resolution
  • Have working knowledge of suppression/anonymization methods to ensure LINC data privacy standards are met
  • Consult with users of the prepared LINC datasets on data structure to enable analytic goals
  • Productively engage with governmental agency staff and external researchers as needed
  • Work collaboratively with LINC data integration support staff and appropriately delegate data management and analytic responsibilities as necessary
  • Perform other related duties as required, including consultation with OIT on areas of expertise including identity resolution and administrative data management and analytics
Required Qualifications
  • Graduate-level degree in data analytics, data science, or related field
  • At least 5 years of experience managing and integrating administrative datasets from government operational systems (cleaned Census or other secondary data do not qualify)
  • Demonstrated expertise in identity resolution techniques using administrative datasets
  • Expertise in relational databases, scripting, and coding to automate and monitor data management processes
  • Able to establish routines for data cleansing
  • Excellent oral communications and experience with technical writing
  • Exceptional project management and problem-solving skills
  • Track record of documenting and maintaining records of data management processes
  • Self-motivated to find solutions to challenges with limited supervisory direction
  • Eagerness to learn, attention to detail, and ability to multitask
Preferred Qualifications
  • In-depth knowledge of at least two major administrative data areas (e.g., Child Welfare, Labor and Employment, Education, Criminal Justice, etc.)
  • Knowledge of data stewardship regulatory requirements and industry best practice
  • Experience with Geographic Information Systems
Working Environment
  • Standard office environment.
  • Unexpected interruptions occur often, and stress level is moderate to high.
  • Noise level is quiet to moderate.
  • Must be based in the Denver region with a balance of virtual and in-person work.

    Salary Grade Number:

    The salary grade for the position is 13.

    Salary Range:

    The salary range for this position is $95,000 - $105,000.

    The University of Denver has provided a compensation range that represents its good faith estimate of what the University may pay for the position at the time of posting. The University may ultimately pay more or less than the posted compensation range. The salary offered to the selected candidate will be determined based on factors such as the qualifications of the selected candidate, departmental budget availability, internal salary equity considerations, and available market information, but not based on a candidate's sex or any other protected status.
