Position Summary

This position will serve full-time as a Senior Program Associate II as a co-Principal Investigator (PI) for the Children's Bureau Capacity Building Center for Tribes (CBCT). The CBCT is a five-year federally-funded cooperative agreement that provides technical assistance and capacity building to sovereign tribal nations to strengthen and sustain family-serving child welfare programs. This person will be responsible for overseeing program activities, staff and partners, and the financial, administrative and compliance aspects of the project. The project PI will work collaboratively as part of a leadership team with the Butler co-PI and and the CBCT Project Director to ensure that all areas of the grant are executed in accordance with the strategic plan and that project staff, partners, and consultants are resourced and supported in delivering services to tribal child welfare programs. Additionally, other activities will include co-creating program service delivery strategies for Universal, Targeted, and Tailored services and outreach and engagement with federal, regional, and community partners. This person may also be responsible for leading and managing projects and generating new grants and contracts. This position requires using a racial-equity and intersectionality lens and incorporating culturally based approaches, and co-creating programs, curriculum, and materials with staff, professional stakeholders and youth and families with lived experiences.

Essential Functions

Administrative oversight of Center for Tribes

  • Provide oversight for the development and implementation of the overall strategic plan for the Center for Tribes
  • Partner with the Children's Bureau, project partners and other Center Leadership in the design and administration of the Center for Tribes
  • Ensure compliance of sponsored program with the laws, policies, regulations of the Children's Bureau, and the University of Denver
  • Provide fiscal oversite of the grant including managing sub-contract agreements, reviewing and submitting annual reports, preparing, submitting, and managing budgets, continuation and carry-forward requests
  • Support service leads and contractor in developing annual workplans and budgets
Program Implementation Support and Capacity Building
  • Oversee the development of new areas of service delivery or implementation approaches, and support Center staff in developing knowledge and skills for service delivery strategies
  • Support the Center Project Director in regular meetings with federal partners and Center staff, consultants and external stakeholders
  • Support the Center Project Director in the review of approval forms, products, resources, curriculum, etc. developed by the Center
  • Provide operational support for the Project Director as needed
Other Duties
  • Participate in Butler Institute work groups and committees as identified and/or assigned including those related to GSSW's Culture and Climate Initiative and DU's Diversity, Equity and Inclusion
  • Attend and participate in DU and Butler-related meetings, trainings, and activities
  • Develop opportunities for new business for Butler including grants and contracts, particularly related to tribal initiatives in child welfare, behavioral health and/or early childhood
  • Conduct other grant-funded projects
  • Other duties as assigned
Supervisory Duties
  • Supervision of staff using Butler's supervisory model. Participate in supervisor learning circles. Supervise research and program level staff as needed.

  • Advanced skill in managing projects and developing products
  • Ability to provide culturally-responsive consultation and capacity building products
  • Ability to work collaboratively with tribal, state, county and federal partners
  • Ability to learn, reflect, and practice cultural humility with others within Butler and with project partners
  • Ability to participate with colleagues to move Butler to an anti-racism, multi-cultural organization
  • Ability to prepare learning and information sharing products, participate in presentations
  • Knowledge of implementation science and ability to apply knowledge to capacity building work
  • Ability to tactfully hold project members and leadership accountable to deadlines
  • Ability to prioritize competing timelines and project deliverables
  • Ability to facilitate constructive interpersonal interaction and teamwork
  • Possession of strong critical thinking and solution-building skills
  • Ability to work independently with support and limited supervision
  • Ability to prepare learning and participate in presentations, coordinate and communicate with teams
  • Project management skills with multiple stakeholders and tasks involved
Required Qualifications
  • Master's degree in social work or related field
  • Experience managing large multi-year projects
  • 10 or more years of experience in child welfare
  • Experience working with tribal child welfare agencies
  • Experience working with persons from diverse cultures and backgrounds other than one's own
  • Experience in the use and exploration of technology
Preferred Qualifications
  • 15 or more years of experience in tribal child-, youth-, and family-serving systems providing project management, workforce development and capacity building focused on learning opportunities
  • Experience working with grant funded environments in government, nonprofit, or university settings
  • Ph.D. in social work or related field
  • Experience managing federal grant projects
Working Environment

Estimated Monday - Friday from 8:00 am to 5:00 pm, evenings and weekends as required

Full time telework/remote work schedule available as an option

Physical Activities

Ability to sit in front of a computer for an extended period
Often required to move about the office/campus and transport objects up to 30 lbs.
Occasional travel required for projects

Work Schedule
Monday - Friday, 8:00 a.m. - 4:30 p.m.

Salary Grade Number:
The salary grade for the position is 13.

Salary Range:
The salary range for this position is $88,000-$100,000.

The University of Denver has provided a compensation range that represents its good faith estimate of what the University may pay for the position at the time of posting. The University may ultimately pay more or less than the posted compensation range. The salary offered to the selected candidate will be determined based on factors such as the qualifications of the selected candidate, departmental budget availability, internal salary equity considerations, and available market information, but not based on a candidate's sex or any other protected status.
