SUMMARY

The Senior Program Manager implements, manages and controls all program directives related to contracts. This position ensures the timely accomplishment of all specified requirements and works with senior management to establish program priorities. The Senior Program Manager is responsible for all related contract execution including personnel, deliverables and customer management. The Senior Program Manager operates the program according to established policies / procedures and within stipulated budgetary confinements.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

Responsible for the integration of CNI Core Competencies into daily functions, including: commitment to integrity, knowledge / quality of work, supporting financial goals of the company, initiative / motivation, cooperation / relationships, problem analysis / discretion, accomplishing goals through organization, positive oral / written communication skills, leadership abilities, commitment to Affirmative Action, reliability / dependability, flexibility and ownership / accountability of actions taken.

Serves as a focal point, and provides program management guidance and expert support for the contract. Responsible for overall assignment of work, management of personnel, financial budgets, as well as all operations and technical aspects for the successful completion of the contract / program requirements.

Possesses and exercises general knowledge of all technical and management areas of the contract. Acts as a technical advisor, and implements processes and procedures for effective program management.

Ensures program goals and objectives are set and that all related program responsibilities / projects are assigned, completed on-time and within budget. Monitors progress, and resolves any identified issues affecting successful project / program completion.

Responsible for ensuring deliverables are on time, internal and customer reports are delivered and maintained and that progress, issues and results are appropriately documented.

Ensures all deliverables are of highest quality.

Manages costs for the contract for both CNI and the customer. Uses an understanding financial management for both Time and Materials and Firm-fixed Price contracts. Prepares periodic reports regarding status of contract schedules and budgets. Reviews invoices for accuracy (customer and subcontractors). Supports CNI Accounts Payable when issues arise.

Exercises supervisory personnel management responsibilities. Leads resource selection/replacement by working with CNI recruiting. Responsible for onboarding of program resources. Responsible for daily management of program resources. Performs or ensures all performance reviews are done on time. Ensures project schedules are developed in the tool used by the customer and adhered to. Manages risk and prioritizes tasks when necessary. Effectively responds to unplanned issues.

Ensures responsiveness, and negotiates submitted proposals and contract modifications with the Contracting Officer Representative (COR). Ensures all contractual documentation is correct.

Supports the development, execution, maintenance and modifications for Sub Contracts when necessary. Knows when to execute a subcontract for the best of the program.

Performs a variety of complex deliveries. Effectively interfaces with senior customer officials, management and field operations. Manages relationships with project stakeholders (including customers and subcontractors). Applies strategic thinking and creative solutions to problems and fosters collaboration and teamwork.

Ensures compliance with all contractual requirements.

Serves as primary point-of-contact with government contract staff for reporting project status.

Possesses strong leadership skills with the ability to motivate people to work towards achieving the customer's goals.

Possesses strong communication skills. Prepares and delivers solid presentations and effectively facilitates/presents to various stakeholders. Has strong oral and written communication skills to clearly instruct the project team.

Delivers regular reporting to customer as required leveraging the customer tools when appropriate and necessary.

Responsible for effective communication with Contracting Officer and field operations.

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.

EDUCATION / EXPERIENCE

Bachelor's degree and minimum of ten (10) years direct experience in program management, or equivalent combination of education / experience. Master's degree preferred.

CERTIFICATES / LICENSES / REGISTRATION

Project Management Institute (PMI) / Project Management Professional (PMP) Certification preferred.

Demonstrated competency in working with a wide range of government departments with diverse business needs, interests, expectations and requirements

Skilled proficiency using Microsoft Office Suite (i.e., Word, Excel, Outlook, etc.) and project management software programs

Knowledgeable of and skilled in implementing "best-in-class" concepts / principles within the areas of planning, scheduling, budgeting and operations for successful achievement of program objectives

Excellent leadership, capital planning, financial management, cost control, estimating and contract negotiating skills

Ability to manage multiple services and task order projects simultaneously

Ability to make sound, well-informed and objective decisions; perceives the impact and implications of decisions

Ability to prepare, justify and administer program budget and to assess financial conditions

Ability to persuade others to accept recommendations and to negotiate to find mutually acceptable solutions

Skilled in facilitating teamwork and coordinating efforts for the successful achievement of goals

Excellent verbal and written communication skills with solid presentation skills and ability to write federal contract proposals

LANGUAGE SKILLS

Ability to read, analyze and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume. Ability to apply concepts of basic algebra and geometry.

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
