CobbFendley is seeking an experienced Senior Utility Coordinator in our Houston , Texas office.


QUALIFICATIONS

The successful candidate’s most important qualifications include the following.
  • 5-8 years of Utility Coordination experience.
  • High School Diploma or GED required.
  • Experience with TxDOT ROW and Utility policies/procedures.
  • Proficient in Excel, Word, and PDF.
  • Ability to read and interpret applicable plans, schematics, blueprints, and maps.
  • Familiarity with the TxDOT ROW Utility Manual and Texas Administrative Code Utility Accommodation Rules, knowledge of principles of utility coordination and associated terminology.
  • Strong Communication and organizational skills and attention to detail.
  • Motivation to work in a dynamic environment with strict deadlines.
  • Desire to collaborate with professionals and clients to increase your industry knowledge and grow in your career.
  • Commitment to perform responsibilities consistent with industry standards to achieve department and company goals.
  • Interest in developing relationships with clients, partners, and local organizations to remain a trusted resource in the community.

ESSENTIAL FUNCTIONS
  • Provide Utility Coordination and Oversight services for projects to CobbFendley clients.
  • Schedule and attend Utility Meetings, Public Utility Meetings, One-to-One Utility Meetings, TxDOT / Municipality coordination meetings.
  • Prepare Utility Agreement Assembly packages.
  • Review plans and estimates to evaluate compliance with guidelines, rules, and regulations.
  • Determine eligibility and betterment ratios.
  • Prepare documents required by 23 CFR Section 645.
  • Conduct meetings with individual utility companies and on-site field visits, working with major utility companies such as AT&T, Verizon, CrownCastle, PS Lightwave, Comcast, FiberLight, Lumen, CenturyLink, CenterPoint Gas, CenterPoint Electric and various pipeline companies, as well as state agencies and municipalities.
  • Review and/or process utility estimates and/or budgets.
  • Train CobbFendley staff on all aspects of TxDOT’s Utility Cooperative Management Process.
  • Identify and solicit project opportunities with public, private, and utility owner clients.
  • Interface with clients to ensure excellent service and explores opportunities for additional assignments such as utility design, SUE, Survey, and utility easement acquisition.
  • Market existing and new CobbFendley clients in the Houston, Texas region.
  • Develop procedures, systems, and methods for project delivery.
  • Travel to CobbFendley offices and project locations as needed.
  • Travel to existing and potential clients’ offices throughout CobbFendley market area as needed.
  • Represent CobbFendley at client meetings and performing client coordination.
  • This is a non-supervisory position; however, may assign, review, and monitor the work of team members.
  • Apply technical expertise and be able to work with a project team on conventional and unconventional projects.
  • Perform independent research and delegate changing priorities.
  • Work with minimal supervision and deliver accurate work product that is error free.
  • Adhere to CobbFendley’s safety standards to uphold a safe and efficient environment.
  • Maintain a professional attitude and fulfill responsibilities with integrity.

PHYSICAL REQUIREMENTS
  • Sitting and/or standing for extended periods of time.
  • Mobility within the office including movement between floors and workstations.
  • Repeated motions (e.g., typing, reaching, bending, lifting, and carrying).
  • Communication with other employees and clients.


ENVIRONMENTAL FACTORS
  • Most work is performed in a professional office environment. Some trips to client offices and job sites for observations will be required.
  • Job site observations factors could include: walking and climbing on uneven surfaces, exposure to outdoor environments and extreme weather (heat and freezing temperatures), noise exposure, driving for extended periods of time, exposure to allergens (e.g., pollen, dust, cedar, sumac, poison ivy), exposure to construction and traffic work zones, possible hand and power tool use, and extended periods of Personal Protective Equipment use.
  • Extended use of electronic devices (e.g., computers, printers, copiers, scanners, plotters, and telephones).
  • Use of cutting tools and equipment (e.g., plotting equipment, rotary paper cutter).


EXPECTED HOURS OF WORK

  • This is a full-time position. Days and hours of work are Monday through Friday, 7:30 AM to 4:30 PM CST
