SUMMARY

The Solutions Architect will design and deliver technical solutions on a large and complex data and health systems modernization initiative for our client, the Centers for Disease Control and Prevention (CDC). The successful candidate will play a significant role in providing increased real-time public health decision-making and world-class data and analytical capabilities for the public health workforce. The Solutions Architect provides technical consulting support as well as advanced technical design and specifications, planning process assistance and implementation support.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

Proactively scopes and defines technical solutions that addresses customer requirements.

Assesses customers' met and unmet needs and recommends creative solutions that optimize value for the customer.

Develops solution strategies, motivates and mobilizes resources and delivers results.

Develops IT-based solutions consisting of contextual, conceptual and logical architectures using standards-based, rigorous methodologies and best practices.

Develops technical approach and project engineering plans, including scheduling of tasks, processes and identifying critical resources, to turn the solution into a successful proposal.

Identifies benefits that provide innovative approaches by taking advantage of new technologies and processes that reduce time, money and effort.

Communicates solutions with customers, management and teaming partners, including presentations and white papers.

Ensures solutions accurately address customer requirements and are appropriately supported by key customer technical decision makers.

Assists with writing proposals for technical solutions and providestechnical advice internally and externally.

Makes well-thought-out decisions on complex or ambiguous IT architecture issues.

Reviews customer provided information and outside sources to understand potential issues/problems currently faced and develops approach to solving these problems.

Coordinates with users to determine requirements.

Assists with writing, updating and editing technical documents.

Evaluates technical trends and provides recommendations for technology and architecture to meet business objectives.

Performs research on emerging technologies to support proof-of-concept (POC) capabilities and identify future solutions for the organization.

Leads and/or supports technical teams in implementing identified solutions.

Responsible for aiding in own self-development by being available and receptive to any training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.

EDUCATION / EXPERIENCE

Bachelor's Degree and a minimum of ten (10) years' of experience, or equivalent combination of education / experience. Professional experiencerelated to federalhealthcare domain required.

Technology or software consulting experience in both solution implementation as well as solution architecture design required.

CERTIFICATES / LICENSES / REGISTRATION

JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES

Experience with any of the following desired:

  • Public Health Laboratory Electronic Test Ordering and Resulting (ETOR);
  • HL7 framework and standards;
  • eICR 1.0 standard, future standard HL7 eICR versions, FHIR, and the reportability response;
  • Experience with SAS or SQL, Python, R, Power BI;
  • Expertise in LIMS and EHR systems, interface engines such as Mirth or Rhapsody and applicable data exchange standards (i.e., LOINC, HL7, etc.);
  • Experience with electronic data exchange, including Case Reporting (eCR), lab reporting (ELR), public health lab ordering and resulting (ETOR), inter- and intra-jurisdictional case transfer.

Experience in federal consulting, including building relationships and explaining recommendations to senior clients

Knowledgeable in the analysis of business and user needs, documentation of requirements, and translation into proper system requirement specifications

Advanced knowledge and understanding of IT architecture principles, practices and procedures with ability to design, develop and implement infrastructure

Exceptional knowledge and understanding of systems software, software development, systems architecture and integration

Excellent customer service skills with ability to collaborate and drive consensus across a diverse group of customers with conflicting priorities

Ability to construct, tailor and negotiate complex solutions for customers

Detail-oriented with advanced analytical, critical thinking and problem-solving skills

Exceptional organization skills with ability to effectively manage multiple projects and priorities

Excellent verbal and written communications skills with ability to organize, document, present and explain information

Ability to clearly and concisely communicate / explain technical information to a broad range of people with varying levels of technical expertise

Proficiency in document development with ability to implement a high degree of professional judgment and a clear understanding of the information to be communicated

Ability to coordinate efforts with others for the timely and successful completion of projects and deliverables

Ability to work well both individually and in a cross-functional team environment

LANGUAGE SKILLS

Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public.

MATHEMATICAL SKILLS

Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.

REASONING ABILITY

Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
