Senior Director, Talent Acquisition and Organizational Development - VOA National Office

The Senior Director of Talent Acquisition and Organizational Development (Sr Director TA&OD) is responsible for design, implementation, and management of VOANS Talent Acquisition and Organizational Development functions. This position reports directly to the Vice President of People Services (VPPS). The Senior Director TA &OD is part of the leadership team that continuously engages in assessing, planning and implementing strategic initiatives of the organization and is accountable for organizational performance in the assigned areas. Through strategic partnerships and collaboration, he/she is responsible for providing leadership to design and implement a broad range of talent acquisition and organizational development programs and policies to support and facilitate the recruitment, development and retention of a high performing and diverse workforce.

The Senior Director of TA&OD, under the direction of the VPPS, serves as the technical expert in leadership and management for the talent acquisition and organizational development programs at VOANS. This position is responsible for guiding the efficient and effective administration of these programs

Core Responsibilities:

1. In collaboration with VPPS and key management staff, design and implement talent acquisition and organizational development strategies, programs and initiatives that are aligned with the needs of the organization.

2. Develop, recommend and implement relevant policies and procedures to ensure programs are in compliance with organizational philosophy, federal and state regulations.

3. Conduct periodic assessments to identify VOANS training and development needs; organize the effective and efficient coordination of these services; ensuring training/development programs are designed to improve employee performance and organizational productivity.

4. Provide leadership to ensure full cycle recruitment plans are aligned with the operational and administrative needs of the organization.

5. Build strong talent pipelines to meet future employment needs by employing effective sourcing strategies. Strengthen relationships with colleges, alumni groups, trade associations, etc. to develop pipeline action plans.

6. Create diversity strategies to optimize external sourcing channel. Develop sustainable talent acquisition plan to attract qualified and diverse candidate pool.

7. Responsible for developing strategies to improve employee engagement and manage programs and activities designed to create and maintain a positive and productive workplace.

8. Collaborate with VPPS and other key management staff in developing and administering regular surveys and feedback sessions to keep abreast of workplace issues which may require attention.

9. Collaborate with the office of public affairs to design recruitment branding with associated collaterals; encourage recruitment staff to be "brand ambassadors" for VOANS "Great Place to Work" designation.

10. In collaboration with VPPS and key management staff, develop comprehensive onboarding program, utilizing appropriate program evaluation tool to maintain effectiveness in meeting established standards.

11. Continuously monitor and evaluate the efficiency and effectiveness of the TA &OD service delivery methods and procedures; assess work load and technology support systems, identify opportunities for improvement and manage the implementation of changes.

12. Effectively utilize TA &OD staff to accomplish work objectives and develop increased capabilities of employees. Develop quantitative and qualitative measures for evaluating the performance of each subordinate employee

Job Requirements

Qualifications:

• Bachelor's degree from an accredited college or university, and minimum of seven (7) years of experience in senior HR Management position. An equivalent combination of education and experience which meet the minimum qualifications requirement may be substituted.

• Must have experience in managing talent acquisition and organizational development; including full cycle recruitment, organizational learning and employee engagement.

• Demonstrated expertise in practices management, administration and program development

• Understanding of federal and state regulations governing human resources; including Equal Employment Opportunity rules.

• Thorough knowledge of recruitment and retention strategies and practices; including staffing and organizational development processes.

• Skilled in organizational and management practices applicable to the analysis and evaluation of programs, policies and operational needs.

• Demonstrated expertise in the principles of supervision, training and performance management systems.

• Possess sound ethical and business practice

• Excellent written and verbal communication with advanced business acumen
