Primary Role

Accountable for the Regulatory Tax Department including defining and integrating tax strategies, leading the analysis and work of the department and providing expert witness testimony within regulatory proceedings. Interact with Senior Management and other leaders across the company. Support results of the tax reporting and compliance team and for the regulatory tax affairs of the company in support of the overall financial strategies and objectives.

Key Accountabilities

  • Assist with written testimony in rate case proceedings and other regulatory filings across the Company.
  • Provide rate case support, and accounting considerations, as applicable, to a regulated company and its subsidiaries (excluding payroll taxes).
  • Prepare and/or review the data requests related to rate cases and rate filings.
  • Lead departmental efforts to research and interpret tax law, define and implement corporate tax strategies, policies and standard operating procedures to ensure on-going compliance with statutory tax laws, manage exposure to risk, maximize and leverage tax benefits and minimize the company's overall tax liability.
  • Support the tax accounting considerations and rate-making implications related to merger and acquisitions, and/or other business initiatives with a primary focus on the regulatory impacts.
  • Other responsibilities may include assisting with tax compliance and tax accounting and other special projects and assigned tasks.
  • Manage the performance of people in the department which includes interviewing, on boarding, performance reviews, coaching, counseling and career development, etc. to ensure the continued overall improvement in employee performance.

Knowledge/Skills

  • Demonstrated knowledge and hands-on approach and success in working in a highly matrixed organization.
  • Ability to manage competing priorities and the pressures associated with tax filings and general business demands. Strong analytical and problem-solving skills.
  • Ability to develop "Best Practice" processes and implement and maintain those processes to ensure maximum efficiency and accuracy.
  • Strong written and oral communication skills with proven ability to interact effectively with internal customers, management and external professionals.
  • Excellent analytical, systemic and problem-solving skills, including the ability to lead/direct project teams/initiatives or effectively work independently.
  • Strong interpersonal skills, with an emphasis on initiative, knowledge sharing, team building and decision making.
  • SAP, PowerPlant, Hyperion, SharePoint and Tax software experience desired.
  • Tax compliance knowledge and experience, especially with accounting form income taxes (ASC 740) and Sarbanes - Oxley requirements preferred.
  • Experience in the utility industry and knowledge of regulatory accounting.

Experience/Education

  • 8 to 10 years diverse experience in regulatory tax, income tax, general tax and technical income tax with progressive experience managing people and leading teams.
  • Regulatory utility experience required.
  • Requires a bachelor's level degree and work experience that provides the knowledge of and exposure to regulatory tax accounting as well as advanced theories, principles and concepts of tax reporting and compliance.
  • Graduate level coursework or Advanced degree highly preferred.
  • CPA, Masters in Taxation or Masters in Business Administration preferred.

  • Ability to travel 0-10%
