Program Objective:

The primary objective of this task order is to obtain strategic consulting, risk identification and assessment, and design and implementation of internal controls associated with AMHE at the EDC and other automated distribution centers implementing ECS 2.0. This will be executed simultaneously with the design and implementation of the WES system at the EDC and subsequently with the design and implementation of ECS 2.0 at other applicable distribution centers. The contractor will utilize the selected risk frameworks , its associated manuals, and other relevant laws, regulations, and policies, to achieve objectives as illustrated in the AICPA, Information for Management of a Service Organization. This objective is specific to the implementation of the Warehouse Execution System and ECS 2.0 and will be accomplished by the performance of tasks which will culminate in updates to Management's Description of the System (MDS) for SOIDC that will fairly present the scope of services provided by DLA and provide reasonable assurance over the design and operating effectiveness of WES/ ECS 2.0 ITGC, BPAC, and business processes affecting user entities' Internal Control Over Financial Reporting (ICOFR).

REQUIREMENTS:

Education Required:

Four year degree in accounting or business management related field from an accredited institution

Certification Required:

CPA or similar professional certification required (e.g., CISA, CIA)

Experience Required:

8 years of progressive experience in leading financial management services and related projects

Experience performing financial statement audits in DoD, federal agencies, or commercial Fortune 400 organizations

Clearance:

Minimum of IT3 or equivalent with the ability to obtain IT2 if required by the government

Other Desired Experience / Responsibilities:

Federal financial statements audit experience Led large, complex engagements

•Led large, complex teams

•Audit readiness preparation for an SBR or PP&E audit IAW FIAR Guidance

•Preparations and/or reviews of SBR or E&C assessable unit assertion packages IAW FIAR Guidance

•GAAP / GAGAS / ICOFR experience

•OMB Circulars A-123, A-134, A-136 and other OMB policies and federal financial management system requirements

•FISCAM experience

•FASAB, SSAC, and SFFAS experience

•SAP or Oracle Federal Financials functionality

•DOD legacy financial management systems and processes

•DOD policies, systems and procedures for personnel, acquisition, inventory, property and material management

•DoD financial management policies and procedures Current trends in information technology

•Familiarity with Foreign Military Sales (FMS)

•CIA, CISA, CDFM, or CGFM certification
