STARTING SALARY: $63,500 - $98,00 annually. Salary is commensurate with experience.

JOB SUMMARY PURPOSE

Under the general supervision of the Supervisor – Operational Technology Services, performs all functions necessary to manage and implement operational technology projects. This includes direction, coordination, implementation, execution, control and completion of technical based projects; allocations of technical resources; defining business and technical objectives and projects; gathering requirements, system design and implementation planning; preparing supporting documentation; and presenting findings, recommendations and specifications for assigned projects and related systems.



EDUCATION:
• Bachelor’s degree from an accredited college or university in Computer Science, Information Systems, MIS, Engineering, Business or related field. CISSP (Certified Information Systems Security Professional), PE (Professional Engineer), PMP or related technology, compliancy or cybersecurity certifications preferred.


EXPERIENCE:
• 0 - 5 years of experience

THE IDEAL CANDIDATE WILL POSSESS KNOWLEDGE OF

  • Project management processes.
  • Telecommunications, network systems, routers, switches, and data center terminology.
  • One or more of the following technologies: MPLS, Microwave radio, Private LTE, Cybersecurity controls, Energy Imbalance Market (EIM), Energy Management System (EMS), and PI Historian.


Preference will be given to the ideal candidate that has experience leading technical discussions that drive design decisions and deployment plans.



MINIMUM KNOWLEDGE, SKILLS & ABILITIES:
1. Experience focusing on operational technology systems, with related experience in information technology systems, project management, integration, or systems analysis and design.
2. Understanding of project management concepts and functional procedures as specified by the Project Management Institute (PMI). Certifications preferred – PMP, CAPM, PE.
3. Ability to effectively create and execute project work plans and revise as appropriate to meet changing needs and requirements. Identify resources needed for day-to day operation aspects of a project and its related costs to EPE.
4. Provide project planning and budgeting information that allows business decision-making for new system implementation and/or upgrades.
5. Knowledge of technology principles, practices, standards and methodologies including: system analysis and design, requirements definition, system integration, documentation techniques, system support and budgeting.
6. Knowledge of application, network, system and operational security including protection strategies and system vulnerabilities
7. Familiarity with telecommunications and network computer systems concepts.
8. Knowledge of information or operational technology systems, security controls, safeguards, policies, procedures and standards (NIST, CIP, C2M2)
9. Develop project timelines budgets, milestones, and incorporate lead times for key efforts and tasks to represent a realistic allocation of both time and resources
10. Experience in Control Systems, Energy Management Systems, SCADA, or power plants strongly preferred
11. Ability to follow detailed instructions especially the safety requirements when working near energized lines.
12. Ability to comply with all of the Company’s Safety requirements and practices.
13. Ensure project documents are complete, current and stored appropriately.
14. Provide oversight of project deliverables, understand contracts and measure service level agreements.
15. Ability to effectively analyze and resolve complex problems.
16. Possess strong leadership and team building skills

18. Ability to insure project acceptance by implementing change management techniques.
19. Effective verbal and written communication skills.

ESSENTIAL JOB FUNCTIONS:
1. Monitor/manage a comprehensive portfolio of current and planned OT projects, including KPI’s, schedule, scope and budget.
2. Maintain communication with user community in matters related to computer operations; analyze user problems identified and recommend solutions.
3. Act as liaison between technology and operational teams, departments, divisions, and organizations.
4. Plan, coordinate, and lead teams involved in system implementation, integration, quality assurance, testing, change management, and conversion activities.
5. Develop action plans, review and evaluate project progress; prepare improvement recommendations; ensure efficient and effective resource utilization, the quality of deliverables, and user satisfaction.
6. Prepare formal recommendations and provide supporting financial, regulatory, and other documentation to management for consideration and approval.
7. Maintains quality service by establishing and enforcing organization standards and by implementing best practices.
8. Balances multiple projects and resources while pursuing opportunities to coordinate and leverage both internal and external resources to increase efficiency and effectiveness of those resources.
9. Integrate, analyze, negotiate, and define business system requirements.
10. Evaluate and apply alternative technologies and approaches.
11. Ensure consistent compliance with corporate policy and related internal and external auditing requirements.
12. Fulfill administrative reporting and documentation requirements on performance and projects.
13. Schedule and oversee the assignments of assigned team and project.
14. Provide feedback on performance objectives, milestones and overall evaluation.
15. Operate with considerable latitude and limited supervision.
16. Valid driver’s license and be in compliance with the Company’s Driving Program policy.
17. Responsible for ensuring the enforcement of and compliance with all applicable Company policies, procedures and code of ethics as well as all applicable governmental laws and regulations to include employment, safety and environmental standards and regulations.
18. Perform other related tasks that are not included but are within the context of the duties defined.

WORK ENVIRONMENT:
1. The incumbents in this classification are not substantially exposed to adverse environmental conditions; primary work environment is typically of an office or administrative nature. Due to the nature of employment, employee may be exposed occasionally to outside environmental conditions.
2. Available to work non-standard hours.
3. May require travel to Company work sites.
4. May require out of town travel.

PHYSICAL DEMANDS:

15 Talking: Expressing or exchanging ideas by means of the spoken word; those activities in which detailed or important spoken instructions must be conveyed to other workers accurately, loudly or quickly.
16 Hearing: Ability to receive detailed information through oral communication and to make fine discriminations in sound, such as when making fine adjustments on machined parts.
