Description: Technical Director
Job Duties and Responsibilities:
- Apply a structured technical methodology and lead technical program management activities
- Guide evolution of solutions and their interaction with the various systems in scope
- Procure and manage solutions and services
- Work with agency development teams to ensure strong systems architecture
- Support organizational design and definition of roles and responsibilities
- Lead operational planning
- Facilitate meetings with project leadership, vendors, agency development teams, and other stakeholders
- Identify, analyze, prepare risk mitigation tactics
- Produce budget details and financial reporting
- Consult and coach project teams
- Support and engage senior leaders
- Track and report issues
- Define and measure success metrics and monitor progress
Education, Experience, and Qualifications:
• Minimum of bachelor's degree in a related field
• 6+ years of Technical Program Management experience
• Leadership and collaborative experience in designing, implementing, or managing the technical architecture and operations of a solution which is used by multiple departments and stakeholders
• Leadership through effective communications on cross-functional initiatives
• In-depth experience with the complex technical scenarios related to standing up cloud environments and migrating on premise solutions to the cloud, including:
• Requirements, principles and models that will guide technology decisions for the adoption of the new enterprise solution
• Optimal future state technology architecture
• Governance, assurance and standard-setting activities associated with ensuring compliance with enterprise technology standards and practices
• Master data management and the policies and procedures needed to implement and sustain the agreed upon data model
• Data integration of the cloud solution with remaining on premise or other cloud applications including interfaces or other methods of data integration
• Data and user security standards and protocols
• BI and reporting solutions
• QA and testing procedures and pre-deployment readiness certifications
• On-going operations and maintenance tasks after solution deployment and skill sets and organizational structures needed to support these tasks.
• In-depth understanding of documentation requirements regarding enterprise technology architecture; software configuration, design, and analysis; and other project artifacts related to the standards, processes and decisions made regarding technical implementation of the new solution.
• Experienced with proven capabilities and technical proficiency in the following: • Designing and implementing IT governance, finance, and budget models
• Expertise facilitating business-IT conversations
• Experience with vendor management and contract negotiation
• Understanding of business domains within government-sponsored healthcare (Medicaid Enterprise Systems - Healthcare Exchange, Medicaid Eligibility, Enrollment, and Claims Management systems)
• Experience running infrastructure, middleware, and software development teams • Experience with logical security implementation and policy
• Familiarity with security and privacy laws
• Ensure that processes and improvements are captured in the PgMP
• Other responsibilities as assigned
