    Located in the heart of the Appalachian region, Virginia Highlands Community College (VHCC) serves the city of Bristol, Washington County, and the western portion of Smyth County, Virginia. VHCC is a beacon for educational opportunities, in view of Mt. Rogers and Whitetop Mountain, at exit 14 on Interstate 81 in historic Abingdon, Virginia. With a robust 56-year heritage, VHCC serves students in the service region through a Workforce Development Division, a Professional and Technical Studies Division, an Arts and Sciences Division, and a Health Programs Division. VHCC awards workforce credentials, as well as Associate of Applied Science degrees, Associate of Arts and Sciences degrees, certificates, and career studies certificates. As one of 23 institutions in the Virginia Community College System, VHCC has served students from across the region, including northeast Tennessee, eastern Kentucky, and western North Carolina by providing quality and affordable education, training, and cultural activities through an array of flexible, diverse programs that enable community members to succeed today and in the future.     In its continued service to the region, VHCC is seeking a qualified applicant to serve as its next Vice President of Instruction and Student Services. The Vice President of Instruction and Student Services is the college's senior level administrator for academic and student services and is responsible for the planning, organizing, and supervising of campus instructional programming and student service initiatives. As such, the Vice President provides leadership for all programs and services that support student achievement of educational goals from inquiry through graduation. The Vice President reports directly to the President and serves as a member of the President's Cabinet.

    Position Responsibilities:

    Serves as chief academic and chief student services officer responsible for the integration of academic and student services with a focus on student success.

    Provides leadership and guidance for academic and student services and the college in the development, operation, and coordination of areas within student services and in the ongoing process of strategic planning to ensure institutional effectiveness.

    Serves as a member of the President's Cabinet, advocating for the needs and interests of students and staff, reporting data and trends regarding the student population and program needs, and contributing ideas for the advancement of the college.

    Oversees institutional learning resources, including library, tutoring, and online learning service.

    Works with deans, faculty, and staff to develop and implement high quality educational offerings for all academic programs and student services.

    Participates in developing and implementing the college's strategic plan, particularly in areas related to recruitment, enrollment, retention, student access, program evaluation, allocation of financial resources, curricular change, and staff development.

    Interprets and implements state and local policies relating to academic and student services.

    Develops and maintains partnerships with business, government agencies, high schools, other community colleges, and universities to facilitate the planning and delivery of education and student services.

    Participates in the planning, development, and implementing of college policies and programs related to instruction and student services.

    Performs other duties as assigned at the direction of the President.

    May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.

    Minimum Qualifications (education, experience):

    Earned doctorate from an accredited institution.

    Higher education teaching experience.

    Demonstrated experience in community college administration, including supervision of instructional programs or student services.

    Minimum Qualifications (knowledge, skills, abilities):

    Demonstrated skill in financial administration, including developing, implementing, and managing a unit budget, expenses, and related items.

    Demonstrated ability to develop policies and procedures; to develop and implement strategic planning initiatives.

    Demonstrated interpersonal, management, organizational skills, including proficiency in written and oral communication.

    Demonstrated ability to set priorities and manage multiple projects.

    Demonstrated knowledge of institutional and programmatic accreditation, program development and approval, and institutional assessment.

Annual reappointment is based on performance evaluations and institutional needs, and rank and salary are dependent on academic preparation, qualifications, and experience.
