Vice President of Property Management, Housing Quality and Education - VOA National Office

The Vice President of Property Management, Housing Quality and Education provides overall leadership for property management activities conducted under National Housing Corporation, the subsidiary property management company of Volunteers of America National Services (VOANS) and TBD additional property management subsidiaries. The position will ensure that housing management directly undertaken by VOANS and its subsidiaries along with its affiliate property management agents provides high quality, service enriched property management consistent with Volunteers of America Housing Principles, while meeting VOANS strategic goals. The position will be responsible for the quality of and growth of the management portfolio, ensuring the highest quality property management as evidenced by resident satisfaction, quality of properties and compliance with governmental requirements under a myriad of programs. Additionally, the position will seek to grow management opportunities through securing third party management contracts and initiating management through additions to the VOA owned portfolio. The position will represent Volunteers of America within industry organizations and associations to enhance partnerships, advocacy efforts and to develop new business opportunities.

This senior level housing position is also responsible for setting the strategic direction of quality improvement efforts consistent with Volunteers of America Housing principles throughout the VOANS portfolio. This is achieved through coordination of housing leadership across the organization, promoting organization wide efforts to ensure comprehensive industry leading training and the achievement of shared quality standards, with the goal of increasing resident satisfaction, ensuring compliance with a variety of regulatory and funding sources, and ensuring properties are operated on sound financial footing. In addition, training and dissemination of best practices will ensure consistency throughout the VOANS portfolio regardless of the specific property manager.

Core Responsibilities

  1. Provide strategic leadership for property management directly conducted by VOANS subsidiaries
  2. Ensure VOANS property management provides high quality service enriched housing management
  3. Provide leadership for VOANS property management teams
  4. In conjunction with the Housing Director Leadership Network, develop the strategic direction of quality improvement efforts consistent with Volunteers of America Housing principles
  5. Facilitate a quality improvement environment in VOANS housing programs and services.
  6. Provide leadership for ensuring updated and accessible organization wide management policy manual.
  7. Oversee the operation and improvement of the VOA Housing University
  8. Oversee tracking and administration of fair housing matters.
  9. Leverage external relationships to build partnerships, promote the mission of Volunteers of America, and advocate for supportive policies.


Job Requirements

Knowledge, Skills and Abilities
  1. Minimum of 10 years experience in the multifamily housing industry with specific property management and training experience. Experience managing a diverse set of property types including but not limited to affordable housing properties.
  2. Experience in real estate training, training systems and curriculum development
  3. Passion for Volunteers of America's mission combined within ability to deliver industry leading management quality and achievement of financial goals.
  4. Experience managing people and teams. Ability to motivate staff toward a shared strategic vision. Ability to balance a 'hands-on' approach with strong ability to delegate. Does not lose control of details, timeline and performance of projects under management
  5. Experience working collaboratively with internal and external teams and stakeholders and ability to motivate others, up, down and across the organization. Strength of character and flexible style to work successfully with a range of people, from peers, staff, Board members, investors and other outside professionals. Has the personal presence to deal effectively and independently with these constituencies.
  6. Proven ability to implement strategic growth.
  7. Has established industry relationships that are able to leverage to ensure management excellence, promotion of the organizations activities, advocacy work and management portfolio growth.
  8. A minimum bachelor's degree from an accredited institution is required. Acceptable majors include business, architecture, engineering or finance. A graduate degree in business, real estate development, or finance is desired. Additional industry designations such as CPM, CCIM or others encouraged.
  9. Experience skilled property management, financial analysis, insurance/risk management, accounting, valuation of income-producing real estate, capital markets, tax management, customer/client/regulator relations, code and law.
  10. Excellent written, verbal, and interpersonal skills. Strong analytical skills including problem solving, persuasion, conflict management, and negotiating skills. Demonstrates organizational skills with attention to detail and the ability to manage multiple priorities and projects. Must also exhibit flexibility to adapt to a constantly changing environment and maintain customer focus.
  11. Ability to work flexible hours.
  12. Ability to travel is required.
